Gotta love a head scratcher! This client had some workers on site receiving shocks while installing flashing. The culprit is a common hazard in older homes - k**b and tube.

This wiring method was common pre 1950 and was composed of a single conductor run and openly tapped for both the line and neutral side of every circuit.
K**b and tube massively increases your homes risk of fire and shock. As seen in this instance, the circuit never tripped because there is no alternative path for current to flow when the wiring was hit. Leaving every conductive piece of building material attached to that point a potential shock hazard.
