Evolution of Outage Management Systems
Once again, a major storm event, in this case Hurricane Sandy, has brought increased attention to a utility’s capability to respond to and mitigate damage to its infrastructure. With all of the investment that the utility industry has seen in infrastructure over the last few years, with major projects and the U.S. Department of Energy matching funds, ratepayers rightly want to know where their money has gone and why they are still seeing significant outages and outage durations of such lengths. This is a reasonable concern. However, what people outside of the industry typically do not understand is the challenges facing the utility industry as the grid evolves.

A significant portion of the funds for Smart Grid efforts are focused on smart-meter acquisition, deployments, and communication infrastructure investments. Ratepayers probably recall hearing from as early as 2009 that one of the benefits of smart meters is that they would be able to indicate where outages were located, and give utilities more granular information so that a faster restoration effort could be facilitated by the utility. This is all true, but the industry is not there yet.

Many utilities are still in the midst of—or even just beginning—their smart meter deployments. Maturing to the point that their advanced metering infrastructure (AMI) deployments are integrated with their outage management systems (OMS), for most, is still in the future.

Electricity Today Magazine and the Electric Power Research Institute have prepared a feature that not only covers the evolution of the OMS, but the different types of inputs used in both past and present. Furthermore, this feature
will explore the challenges that face today’s leading edge inputs.

Critical Infrastructure Communications

The electric utility industry has an outstanding performance record of providing reliable power to public agencies, private enterprises, and the general public for over 100 years. However, when outages occur due to natural, accidental, or man-made intentional incidents, utility companies need to provide clear, concise, and timely critical infrastructure communications to a wide range of constituents with widely varying needs while they assess the situation and restore service.

For critical industries and institutions, those communications channels are critical so they can implement appropriate responses during these incidents. The wide variety of communications media and methods that are used today makes the efficient dissemination of timely status information and collaboration very difficult.

Categorizing Agencies&Enterprises
The U.S. Department of Homeland Security, through their National Infrastructure Protection Plan (NIPP), has identified 18 categories of agencies and enterprises referred to as Critical Infrastructure and Key Resources (CIKR). Table 1 lists the 18 CIKR categories and illustrates the diversity of organizations that need to participate in this vitally important activity.

Fall Protection Becomes Mandatory

The U.S. Occupational Safety and Health Administration (OSHA) published updated rules and regulations in April 2014 that impact fall protection for the electrical utility industry. These new regulations, which replace rules dating back to the 1970s, have been in development since 2005 and will replace guidelines that were both out-of-date and inconsistent. OSHA estimates the new rules will prevent an additional 118 workplace injuries and 20 fatalities each year.

Workers who operate or maintain electric power generation equipment, or transmission or distribution lines will be affected by the new regulations. Additionally, these new regulations will affect construction workers who erect new power lines or equipment, as well as those who alternate, convert, or improve existing lines and equipment.

Smart Grid Privacy

Smart Grid equals innovation to many utilities and their customers, but not everyone shares that sentiment. In fact, many customers and media outlets perceive the Smart Grid as a way for utilities and third parties to invade their privacy (the negative publicity toward smart meters is one great example).

Luckily, governments in both Canada and the United States are listening and are actively introducing legislation for regulation on a variety of Smart Grid technologies. Twenty-one U.S. states are considering at least 61 enacted or pending bills to encourage innovation, to regulate emerging technologies, and to protect consumer interests and concerns.

More recently, U.S. President Barrack Obama announced that a voluntary code of conduct for utilities and third parties would be released to address privacy concerns over customer data used by Smart Grid technologies. Shortly after President Obama’s announcement, the Department of Energy (DOE) as well as the Federal Smart Grid Task Force released the “Data Privacy and the Smart Grid: A Voluntary Code of Conduct (VCC)”, which contain several guidelines designed to protect the privacy of customer information.

Substation Transformer Maintenance
Substation transformer maintenance has experienced changes over recent years. These changes are a result of a continued growth in overall technical knowledge and growing technologies such as online monitors, but not all market segments are affected equally. In the current economic conditions, the need for a well-planned and comprehensive strategy for substation transformer maintenance is even more important than in the past.

There are several noteworthy factors responsible for the ongoing challenges of implementing best practices in substation transformer testing and maintenance including the aging population of transformers and ancillary equipment such as circuit-switchers, bushings, reactors, circuit breakers and insulators; the accelerated retirements of transformer experts, coupled with the lack of experience and specialized transformer maintenance skills in the next generation of electrical engineers; and, short-term planning and cash flow considerations taking precedence over long-term planning and capital investment of substation equipment. In other words, we have seen budgets cut and maintenance programs reduced.

Although many substations have benefitted from new technological advancements in testing and maintenance, many technological drawbacks and “not-so-best” practices still exist.

Have transformer testing and maintenance standards and procedures adapted to accommodate the changes in transformers and ancillary equipment at substations? It’s a work in progress, but by being aware of some of the “best” and “not-so-best” practices and attributes of electrical equipment testing and maintenance, effectiveness on the job can be raised.

Energy Storage For Grid Security And Modernization
Canada is in the enviable position of being relatively rich in natural resources and having one of the cleanest, least expensive, and most reliable electricity grids in the world. However, a decrease in infrastructure investments in the 1990s along with an increase in the integration of variable generation such as renewables, and an overall growth in demand means that major infrastructure investments are now overdue to allow for the efficient, reliable, and economic operation of the electricity grid.

The Conference Board of Canada has estimated that Canadian utilities will need to spend $300 billion over the next 20 years to respond to these challenges; consequently, increasing energy costs to the consumer.

These investments must be made without compromising reliability and affordability, nor growing sustainability priorities. The deployment of energy storage (ES) technologies close to the load is one option to help meet these needs at a reduced cost, giving end users multiple revenue streams for a single capital investment. At the same time, there is an opportunity to create new markets for the rest of the energy value chain, from material and technology providers to system integrators and engineering, procurement, and construction contractors. While there is much to gain, collaboration amongst these players will be critical to address outstanding cost, durability and market acceptance challenges.

Many considerations must be taken into account before selecting the electrical medium-voltage (MV) switchgear that best meets a user’s needs. From a management perspective, considerations include the purchase price, the life expectancy of the switchgear, and the size of the equipment, the amount of time to install and commission the gear, worker safety, outage risk, maintenance, and reliability. From an operational standpoint, training time, accessibility of the equipment, operating costs, decommissioning costs, and support must all be factored.
The MV switchgear within every substation, especially in critical processes such as in oil and gas, mining and minerals, power generation, data centers, is highly important to maintaining the continuity of service. This issue’s Electrical Substations channel will examine the characteristics of gas-insulated switchgear (GIS) and metal-clad air insulated switchgear and outline the benefits and drawbacks of each in five points.

Geomagnetic Disturbances:A Danger To The Power Grid
In 1989, the Québec grid collapsed as equipment protection relays tripped in a cascading sequence of events. Six million consumers were left without power for up to nine hours. The cause of this major outage was a geomagnetic disturbance (GMD).

Geomagnetic disturbances occur during solar storms caused by charged particles, that are ejected by the sun toward Earth. These high-energy particles, known as a coronal mass ejection, can travel to Earth in 14 to 96 hours after erupting from the sun’s surface and can affect Earth’s magnetic field.

When this process occurs, quasi-DC voltages are induced in transmission lines that drive the flow of geomagnetically induced currents (GICs) through electrical paths and grounded power equipment such as transformers, with the potential to disrupt reliable operation of high-voltage power systems.

Advanced Survey Technologies Deliver Clear View of Geologic Hazards
Electric utilities commonly use trained foresters, traversing thousands of miles, to manually identify vegetation or other geographic hazards posing risks to transmission infrastructure. For one utility in the Western United States, the challenging terrain and accuracy limitations of laser range finders used to visually identify at-risk trees resulted in 1,424 trees assessed as requiring maintenance, potentially costing $200,000.

Months later, surveying the same assets using high-resolution LiDAR (Light Detection and Ranging) on fixed wing aircraft, the utility determined only 35 trees needed management, including 17 trees not originally identified in the forester’s survey. Ultimately the use of new technology saved the utility more than $150,000 in maintenance fees.

LiDAR and other improvements in geological hazard mapping are proven to reduce maintenance costs, minimize outage risks, improve safety of field workers and deliver greater shareholder value.

NERC Builds the Foundation

Frequent blackouts caused by vegetation encroachment on power lines and improperly rated lines led the North American Electric Reliability Corporation (NERC) in 2011 to require high-resolution LiDAR for monitoring more than 450,000 miles of North American transmission lines.
