Why Production Lines Miss Their Targets Even When Maintenance Is Perfect
The most overlooked variable in paper sack manufacturing isn't the machine. It's the paper, and the person who understands it.
Preventive and periodic maintenance is on schedule. The lines are ready. Yet production targets still slip. Maintenance protects what a machine is capable of. It does not guarantee what the machine delivers. OEE is shaped by factors beyond the equipment itself, including the operator, material availability, and scheduling.
1. The Core Issue: Operator Skill vs. Paper Variability
Paper is the real variable in the process. Moisture changes its mechanical behavior: more moisture allows greater stretch but lowers tensile strength. A roll with uneven moisture runs with uneven tension, which causes wrinkling and web breaks, so much stoppage,
mysterious" losses that vanish when the best operator runs the line and return at shift change. They estimate the OEE loss from skill variation alone at 5–7%, though as a vendor figure it is best treated as indicative and validated against your own data. Research on human performance in production likewise identifies it as an added source of variability, tied to productivity, learning curves, and training.
Root cause: poor candidate selection at the recruitment stage, and training that teaches memorized steps instead of the relationship between paper and machine.
The solution: early monitoring and corrective action
1. Select for observation, response speed, and analytical thinking.
2. Track new technicians from day one: how fast do they respond to roll changes, humidity shifts, and defects? Supervisors and shift engineers own this.

• Raw materials: multiple paper sources with varying specifications. Nominally identical grades differ in grammage, moisture, porosity, tensile(MD&CD) stretch(MD&CD)
• Planning and scheduling: targets based on design speed rather than actual speed; frequent changeovers and urgent orders.
• Non-breakdown stoppages: long setups, unrecorded micro-stops, waiting for QC approvals.
• Quality and scrap: running slower to avoid defects; late detection causing rework.
• Operating conditions: humidity and temperature, power and compressed air quality, internal handling.
• Measurement: OEE accuracy depends largely on data quality, so record actual stop reasons in real time and align the definition of "target" across departments.

Maintenance protects capability. A skilled, adaptive operator converts it into performance. The strongest lever for hitting targets is standardizing inputs and building technicians who understand paper and adapt to it, through better selection, training, monitoring, and correction.
