Subject: Urgent Action plan for resuming operations - Phase-wise opening of Lockdown
Dear Sirs,
* MDL has been under lockdown condition since 23 Mar’ 20 and normal operations have been suspended since then.
* In line with latest MHA order no 40-3/2020-DM-I (A) dated 30 May `20 and Government of Maharashtra guideline vide order no DMU/202/CR.92 DisM-I dated 31 May’20 wherein the government has allowed phase wise opening of economic activities. A copy of MHA guidelines at Flag-A and State Government at Flag-B.
* Further Municipal Corporation of Grater Mumbai (MCGM) vide their letter dated 01 Jun’20 has permitted to resume operations subject to fulfilling MHA/ State Government guidelines, since MDL is not covered under containment Zone. A copy of the same is placed at Flag-C.
* Based on the above guidelines both GSL and GRSE have started their operations. A copy of the resumption memoranda of the above DPSUs are placed at Flag-D & E respectively. All DPSUs have resumed their production activities.
* As per guidelines mentioned above MDL can engage 15% of employees w.e.f 03 Jun’20. However, it is pertinent to note that Public Transport especially Local train is not likely to resume till 30 Jun’20. Therefore, efforts were made to make available buses from BEST/ MSRTC. In this regard MSRTC has agreed to provide buses from Panvel & Thane to MDL. A copy of the letter from MSRTC is placed at Flag-F.
* Accordingly, approval of the Competent Authority has been obtained by Admin Department for engaging MSRTC bus services from Panvel and Thane route. The number of buses to be engaged by Admin - Transport section will depend on the number of employees called for duty by both the divisions.
* Sufficient number of Sanitisers, Masks have been procured for distribution among employees attending duty. On entry gate the temperature of employees will be checked by thermal guns by security personnel and sufficient number of thermal guns has been procured by Admin department.In addition to this Technical Services Dept has been directed to ensure that all common areas will be disinfected with user friendly disinfectants.
* In order to resume operations in line with Government guidelines, wherein curfew is to be observed from 09.00 pm to 5.00 am; It is proposed to have curtailed shift timings of 05 hrs duration for six days’ week basis without Tea/Lunch Break. To start with the curtailed shift timings will be as under: -
1st Shift - 07.30 AM to 12.30 PM ( No Lunch Break)
2nd Shift - 01.00 PM to 06.00 PM ( No Lunch Break)
Gen Shift - 09.00 AM to 05.00 PM (With Lunch Break)
Both 1st & 2nd Shift with reduced timings ( five hours instead of 09.30 hrs) shall be followed on all six days of the week including Saturday. The above shift timings are not applicable to essential services/departments and the normal shift timings will continue to apply to all essential services employee. The shift wise weekly roster of employees shall be prepared & maintained by concerned HoDs/ HoSs.As per the directives of D(CP & P) work resumption strategy has been prepared duly supported by ducuments which are attached for perusal. Requested to please take a decision wrt the resumption of work which can be further deliberated in the forthcoming meeting as decided by you before the extension period of GM-HR memorandum no.21/2020 issued on 02/06/2020.
In view of the foregoing being you are in senior management leadership position, your valuable suggestion, organising and the participating in meeting for resumption of work at the earliest shall be highly solicited.
