OMT INFO - New IMO Requirement for Offshore Vessels – IP Certification (Effective 1 July 2024)

Starting 1 July 2024, vessels carrying more than 12 Industrial Personnel (IP) for offshore activities must comply with the IMO IP Code, now mandatory under SOLAS Chapter XV.



Why This New Requirement?
Previously, vessels carrying specialized offshore personnel operated under the SPS Code (Special Purpose Ships). But as offshore energy projects—especially wind farms and renewable platforms—expanded globally, the number of technicians on board often exceeded safe limits under outdated definitions.

The Problem?
• SPS Code was non-mandatory and inconsistently enforced.
• No unified definition of “industrial personnel” in international law.
• Some countries applied passenger ship rules (SOLAS), while others used looser SPS interpretations, creating legal ambiguity.

The Solution: IP Code
Politically driven by EU offshore wind development, North Sea safety advocates, and pressure from IMO member states, the IP Code was developed to:
• Provide clear, harmonized global standards,
• Distinguish industrial personnel from crew/passengers,
• Allow flexibility for future green energy vessel design.

The IP Code became an IMO resolution in 2016 and is now mandatory in 2024.



Who Are Industrial Personnel (IP)?
Specialists working offshore: wind turbine technicians, subsea engineers, oil & gas contractors.
Not passengers. Not crew. But trained for marine environments.



Which Vessels Must Comply?
• Offshore Construction Vessels (OCVs)
• Offshore Support Vessels (PSVs, AHTS, ERRVs)
• Walk-to-Work (W2W) Vessels
• Accommodation Vessels / Floatels
• Service Operation Vessels (SOVs)

What’s Required?
• Vessel certification under the IP Code
• Safety training for industrial personnel (STCW basic or equivalent)
• Certification issued by Flag State or Class (e.g., DNV, BV, ABS)

Exempted Vessels:
• Ships carrying fewer than 12 IP
• Cargo vessels with no IP onboard
• MODUs and conventional passenger ships
