Prime Minister directs all departments, agencies to align respective programmes and plans with MTDP IV

Prime Minister Hon. James Marape is flanked by participating children, at the launch of the MTDP IV at APEC Haus, Port Moresby on Friday, 7 July 2023. The Government is leaving no children behind in its planning for their future.

Prime Minister Hon. James Marape issued a directive on Sunday, 9 July 2023, mandating all Government departments and agencies to align their corporate plans and programs, with the Medium-Term Development Plan (MTDP) IV (2023-2027), which was launched on Friday, 7 July 2023, at APEC Haus, Port Moresby.

Under the directive, Prime Minister Marape stressed the importance of immediate action and the need for all departments and agencies to deliver tangible benefits to the people of Papua New Guinea, so that the targets of MTDP IV are achieved.

Prime Minister has instructed Chief Secretary Ivan Pomaleu to ensure that all Government departments and agencies operate under a unified plan for the next four years, and to ensure that their corporate plans are aligned with MTDP IV.

Prime Minister Marape’s Pangu Pati participated in the 2022 elections with a primary focus on five key areas: fostering economic growth for achieving economic independence, developing vital infrastructure like Connect PNG, enhancing education, improving healthcare, and enhancing law enforcement.

“All of these priorities align with Vision 2050 and are further consolidated in MTDP IV.

“If they are currently midway through their corporate plans, they must realign them with MTDP IV. For those nearing the end of their corporate plans, new ones must be drawn up in alignment with MTDP IV and the Government’s objectives.”

Prime Minister Marape emphasized that the Government’s objectives are not new and are aligned with Vision 2050, which was introduced by the late Sir Michael Somare in October 2009.

𝗠𝗘𝗦𝗦𝗔𝗚𝗘 𝗕𝗬 𝗧𝗛𝗘 𝗣𝗥𝗜𝗠𝗘 𝗠𝗜𝗡𝗜𝗦𝗧𝗘𝗥

I am pleased to introduce the National Government’s Medium Term Development Plan IV 2023 – 2027 (MTDP IV) as my Government’s first full five-year development plan for our country.

The MTDP IV has been framed to incorporate our Government’s development agenda to grow the economy to a K200 billion economy in the next 10 years and increase the country’s internal revenue to K30 billion, thus creating 1 million new jobs, 100,000 new SMEs and doubling national exports. We will continue to pursue our aspiration to become a “Richest Black Christian Nation and Middle-Income country” by 2030.

Our Government is opening up the country through Connect PNG transport infrastructure program
where we connect the Highlands and Momase Regions to the Southern Region though the
transnational highway development. For the first time after almost 50 years since independence,
our people can drive from the north to the south through the Owen Stanley range and through
another missing link connection from Southern Highlands to Kikori and into Port Moresby.

From Port Moresby, the Southern Corridor highway will pass through Central Province into Alotau. We will complete the East-West New Britain Highway including other national highways, provincial roads
and district commodity roads, jetties and wharves. Air and sea transport is also given equal attention
to ensure we improve mobility through effective transport connectivity.

Under this MTDP IV, my Government will continue to progress work to open up Lae, Kokopo, Mt
Hagen and Wewak airports to receive international flights which will help increase tourism but
equally important, these airports will be used for transportation of agriculture and fresh produce
directly to overseas markets.

My Government anticipates unlocking many of our country’s untapped economic potentials in agriculture, forestry, fisheries, tourism, energy development and many other economic opportunities

PM MARAPE ASSERTS PAPUA NEW GUINEA ECONOMY PRIMED FOR UNPRECEDENTED GROWTH

Port Moresby, Papua New Guinea - Prime Minister Hon. James Marape expressed his confidence that the Papua New Guinea economy is on the brink of an unprecedented surge, fueled by the advancement of major resource projects within the country. He emphasised that this remarkable economic expansion will inevitably foster the growth of the micro, small, and medium enterprises (MSME) sector.

During his address at the '5th SME Breakfast with The Prime Minister' held at APEC Haus in Port Moresby on Tuesday, June 27, 2023, PM Marape highlighted the significance of five major resource projects—Papua LNG, P'nyang LNG, New Porgera mine, Wafi-Golpu mine, and Pasca LNG—as catalysts for this imminent economic leap.

"The economy is now positioned to soar like never before," declared PM Marape before an audience comprising small business owners, corporate executives, senior public servants, and politicians.

"Currently, Papua LNG Front End Engineering and Design (FEED) is progressing as planned. By early next year, we anticipate reaching the Final Investment Decision (FID) stage. This project entails a construction worth approximately US$6 to US$7 billion. Additionally, the prospects of LNG production are promising," elaborated PM Marape.

"We are committed to ensuring a seamless transition from Papua LNG construction to the commencement of the P'nyang project, guaranteeing a continuous inflow of construction investments into our economy even beyond 2027, when the Papua LNG construction concludes. The combined value of these two LNG undertakings alone will exceed US$10 billion, spanning from 2024 to 2032.

USAID-PEP FORESEES K14-BILLION INVESTMENT POTENTIAL IN PNG'S ENERGY SECTOR

Papua New Guinea has one of the lowest electrification rates in the Pacific, with only 13% of the population having access to electricity. In PNG, grid-connected power is still primarily restricted to the main urban areas.

One party driving investment in this area is the United States Agency for International Development's Papua New Guinea Electrification Partnership (USAID-PEP), as the United States is committed in contributing to the project that would connect 70 per cent of PNG’s population to electricity by the year 2030.

To help accomplish this goal, USAID-PEP is focused on facilitating at least 220,000 new on- and off grid household electricity connections, and a key part of this will be deploying renewable solutions, such as solar mini grids.

The USAID-PEP is a five-year (2020–2025) partnership with the Government of Papua New Guinea to advance the country’s journey to energy self-reliance. Their main aim is to strengthen PNG Power Limited’s a(PPL) capacity to expand connections, reduce system and commercial losses, and increase its revenues, as well as develop at least ten viable off grid electrification models in select remote communities.

US Investment Potential

According to the USAID PEP, the PNG energy sector is measured to have a K14 billion (about US$4 billion) investment potential.

USAID Chief of Party Bruce Corbet told the Port Moresby Chamber of Commerce and Industry in a meeting on 1st June 2023 that they are continuing to provide technical support to the energy sector.

Corbet said challenges in the sector were familiar in the country, but PNG is very well-suited to mini grids and micro grids, given the geography and the highly disparate populations, noting they exist already and there is a huge opportunity with the need to do a lot more.
