PANTABANGAN, NUEVA ECIJA โ€“ The annual Feast of the Forest marked its third celebration on 30 September 2026, highlighting the important role of forests in sustaining communities and the environment.

Led by the DENR-FMB-FAO-GEF-6 Forest and Landscape Restoration (FLR) Project, together with the Local Government Unit of Pantabangan, Nueva Ecija, the celebration brought together DENR Region III, PENRO Nueva Ecija, CENRO Muรฑoz, Peopleโ€™s Organizations, Food and Agriculture Organization of the United Nations (FAO), and community partners in a shared commitment to protect and restore our forests by planting 3,000 seedlings of Palosapis, Kalumpang, Antipolo, and Alupag.

Following the institutionalization of the annual celebration in Pantabangan through Sangguniang Bayan Resolution No. 11-A-2025, the Department of Environment and Natural Resources (DENR) awarded the first-ever Gawad Huwarang Pangangalaga sa Kagubatan to the Local Government Unit in recognition of its invaluable support and steadfast commitment to establishing the Feast of the Forest as an enduring platform for environmental stewardship, forest and landscape restoration, and community engagement.

โ€œHindi lang tayo magtatanim ng puno, kundi magtatanim din tayo ng pag-asa para sa kinabukasan,โ€ said Hon. Monaliza Agdipa, municipal mayor of Pantabangan, Nueva Ecija.

The celebration also featured a forum on forest conservation and environmental stewardship, alongside a poster-making contest that showcased the creativity and environmental awareness of participating high school students.

More than a celebration, the Feast of the Forest is a continuing reminder that forest and landscape restoration is a shared responsibility, rooted in community participation, strengthened through partnership, and carried forward for generations.

The DENR Forest Management Bureau (FMB), in partnership with FAO Philippines, recently concluded the Second National Inter-Agency Technical Working Group (IATWG) Meeting for the DENR-FMB-FAO-GEF6 Forest and Landscape Restoration (FLR) Project entitled โ€œEnhancing Biodiversity, Maintaining Ecosystem Flows, Enhancing Carbon Stocks through Sustainable Management of Forest Resources and Restoration of Degraded Forestlands.โ€

The meeting was chaired by Forester Jhun B. Barit, OIC of the Forest Resources Conservation Division. Representatives from the TWG member agencies actively participated in the discussions, DOT - Office of Product Development, DILG - Bureau of Local Government Development, PPS - Policy Monitoring and Evaluation Division, NCIP - Financial and Administrative Services Field Office, DENR - MGB, DENR - BMB, DENR - ERDB, DepDev - Agriculture and Natural Resources and Environment Sector, and DA - Bureau of Soils and Water Management.

The meeting highlighted the Projectโ€™s current implementation status and significant milestones, including FPIC completion, the commencement of restoration activities, sustainability measures, and updates on the conduct of the mid-term review. Key actions discussed included the finalization of target POs, addressing implementation backlogs, specialist engagements, and completing key knowledge products within CY 2026.

In addition, the institutionalization of the โ€œFeast of the Forestโ€ was highlighted, following its formal adoption by the Local Government Unit (LGU) of Pantabangan through a resolution declaring it an official annual celebration in the municipality to be held every September.

The meeting reaffirmed the commitment of all partner agencies to strengthen collaboration and the successful implementation of the Forest and Landscape Restoration Project.

Key national government agencies and environment stakeholders assembled on August 17โ€“18 at the Forest Management Bureau for a two-day national consultation focused on finalizing the Landscape-Level Forest and Landscape Restoration (FLR) Plan and its accompanying Monitoring and Evaluation (M&E) Framework.

The consultation aims to establish a shared, harmonized framework for forest planning and tracking restoration progress nationwide. During the consultation, participants are to exchange technical insights, validate proposed FLR indicators, and identify strategies to align restoration priorities with existing sectoral plans, local government initiatives, and ancestral domain sustainable development frameworks.

This collaborative effort seeks to build an integrated, practical, and sustainable approach to landscape restoration, designed to strengthen ecosystems, local communities, and institutional governance for generations to come.

The Food and Agriculture Organization of the United Nations (FAO)'s Annual Assurance Activity, or โ€˜Supervision Missionโ€™, for the DENR-FMB-FAO-GEF 6 Forest and Landscape Restoration (FLR) Project was conducted last 2-4 June 2026, in the Pantabangan-Carranglan Watershed Forest Reserve (PCWFR) to review and assess the progress of the FLR implementation on the ground.

The mission commenced with courtesy meetings with representatives from the DENR FMB, Biodiversity Management Bureau, and Foreign-Assisted and Special Projects Service, including Undersecretary Analiza Rebuelta-Teh and Assistant Secretary Hiro V. Masuda, where discussions focused on future GEF Cycle programming and the proposed scaling-up of FLR initiatives. This was followed by a courtesy call with the DENR Region III Office.

A key highlight of the mission was the visit to project sites and engagements with partner Peopleโ€™s Organizations (POs) in Carranglan, Nueva Ecija together with partners from the Ecosystems Research and Development Bureau (ERDB), to assess the progress of restoration activities and discuss challenges encountered on the ground.

The mission team also met with the Local Government Units (LGUs) of Carranglan and Pantabangan, as well as representatives from First Gen Corporation, to strengthen existing partnerships and explore opportunities to further support the POs and advance project implementation.

These activities form part of the Projectโ€™s continuing efforts to monitor progress, strengthen stakeholder engagement, and prepare for the upcoming Midterm Review.

The Forest Management Bureau and the Ecosystems Research and Development Bureau (ERDB) formally renewed and extended their partnership by signing a supplemental Memorandum of Agreement (MOA) on 20 May 2026, under the DENR-FMB-FAO-GEF 6 Forest and Landscape Restoration (FLR) Project.

This collaboration strengthens the continued implementation of Component 1, which focuses on creating enabling conditions for improved Forest and Landscape Restoration, particularly Components 1.1 and 1.2. Together the Bureaus. will develop knowledge products, provide technical assistance, and directly support restoration efforts under the Project.

By leveraging their combined expertise and resources, the partnership marks another important step toward scaling up sustainable forest management and Forest and Landscape Restoration in the Philippines.

The DENR-FMB-FAO-GEF 6 Forest and Landscape Restoration (FLR) Project has officially signed Letters of Agreement (LOA) with partner Peopleโ€™s Organizations (POs) and Indigenous Peoples Organizations (IPOs) from Pantabangan-Carranglan Watershed Forest Reserve (PCWFR), Region 3 last 10 March 2026, and Simulao Watershed, Region 13, last 19 May 2026.

A total of 17 POs in PCWFR and 9 IPOs in the Simulao Watershed are now formally engaged as partners of the project, marking an important step in strengthening community-led restoration efforts on the ground.

During the signing, partner organizations were also awarded their fund assistance to support the implementation of planned restoration activities.

With these partnerships in place, the project will now begin implementing interventions through the engaged POs and IPOs, advancing sustainable forest management and Forest and Landscape Restoration in the field.
