How many organizations have been designated to test elevators under Circular No. 13/2024/TT BLDTBXH?
Circular No. 13/2024/TT-BLDTBXH (hereinafter referred to as “Circular No. 13”), issued on 5th December 2024 and effective from 1st February 2025, officially repeals Article 6 of Circular No. 26/2018/TT-BLDTBXH. This provision had previously allowed for the “recognition or application of test results given by overseas laboratories”.

According to Mr Ngo Ho A – representative of INCOSAF (Technical Inspection, Safety and Construction Consulting Joint Stock Company) – under the changes brought by Circular No. 13, all elevator safety devices must now be retested in designated domestic testing laboratories, instead of being certified based on manufacturer-conducted overseas testing.

Mr Ngo Ho A also confirmed that Vietnam currently has only one testing facility capable of performing such work – the laboratory of Vinacontrol Certification and Inspection JSC, located in Hanoi. Relying solely on Vinacontrol introduces significant financial and timing risks for businesses.

Specifically, under Decision No. 496/QĐ‑BLDTBXH of the Ministry of Labour, Invalids and Social Affairs, dated 27th February 2025, Vinacontrol Certification and Inspection JSC has been designated as the entity responsible for conducting conformity testing per national technical regulations for Group‑2 products and goods under the Ministry’s jurisdiction.

Pursuant to the “List of scope of Group‑2 products and goods designated for testing” attached to that Decision, under Section VI: Elevators; elevator safety components (types of elevators with maximum speed up to 6 m/s), the organization is required to test five elevator safety components, namely:

Landing door locks and car door locks;
Safety gear;
Braking system of the drive machine;
Overspeed governor;
Buffer.

Fujitec to Launch New Standard Elevator Model in Spring 2025
Masayoshi Harada, CEO of Japan-based Fujitec Co., Ltd., announced the company will launch a new standard elevator model, Ele Glance, in spring 2025. A successor to Fujitec’s XIOR standard elevator model, Ele Glance is equipped with enhanced capabilities in design, maintenance and disaster response. Ceiling, wall and floor materials are available in 29 colors, and interior space follows the CMF design framework that combines color (C), material (M) and finish (F) to determine first impressions. Different combinations of ceiling lights, wall and floor colors and patterns form the basis for the three main designs offered: Smart, Elegant and Friendly. Ele Glance’s remote-monitoring system has been upgraded for advanced maintenance service, and the unit’s main equipment has been relocated at the top of the elevator shaft to minimize flood damage.

Jeddah Tower updates elevator specifications
Jeddah Tower or Burj Jeddah (Arabic: برج جدة, pronounced [burdʒ dʒadːa]) is a skyscraper under-construction in Jeddah, Saudi Arabia. It is planned to be the first 1-kilometre-tall (3,281 ft) building and would be the world's tallest building or structure upon completion, standing 180 m (591 ft) taller than the Burj Khalifa.[9][10] Located in the north side of Jeddah, it is the centrepiece of the Jeddah Economic City project.

Progress towards construction was halted in January 2018, when building owner JEC stopped structural concrete work. At the time, the tower was about one-third of the way completed. The development halt stemmed from labor problems with a contractor following the 2017–2019 Saudi Arabian purge. In September 2023, a new request for proposals was issued to a multinational group of construction firms to complete the project,[13] and after almost five years of inactivity, development work on the project resumed in 2023.[14] Construction restarted in January 2025, and the Jeddah Tower is estimated to be completed in 2028.[15]

Smart elevator market revenue to cross $23.5 billion by 2027
Some of the major smart elevator market participants are Otis Elevator Company, Thyssenkrupp AG, Bosch Security Systems, Kone Oyj, Fujitec, Hitachi Ltd, Mitsubishi Elevator, and Schindler Group.

The smart elevator industry faced numerous challenges due to the escalating spread of the Covid-19 pandemic during the first half of 2020. Rising financial insecurities and economic slowdown have resulted in a decline in the adoption of smart and sustainable solutions globally. Furthermore, the halt in various construction activities has hampered the demand for smart elevators during this period. However, the market is anticipated to witness significant growth through 2027.

The lift maintenance systems in the smart elevators market is witnessing a surge in market demand from 2021 to 2027 due to reduced malfunctioning benefits, passenger security, and intelligent features. These maintenance and service systems recognize issues including slow speed and unwanted stops and restart the elevator operation in the minimum possible time in case of electricity cuts and breakdowns. The system also informs building authorities directly and helps in reducing passengers’ stress. Various maintenance systems comprise a mobile application that helps commuters to track lifts using their smartphones, thereby augmenting the market statistics.

The Middle East & Africa smart elevators market is expected to witness sizable growth through 2027. The proliferation of smart cities will propel the demand for smart elevators in the region. For instance, the Saudi vision project incorporated by the domestic authorities will augment the demand for smart elevators. The project envisioned the ex*****on in 10 cities including Al-Madinah, Makkah, Al-Ahsa, Riyadh, and Jeddah in the region. The country unveiled Neom, a smart city mega-project worth USD 500 billion in 2019.

A major initiative has been launched to enhance the agricultural sector and includes building a grain elevator and a dry port in the Lviv region.
The new elevator, which can hold up to 30,000 tons of grain, will be constructed in the Belz community, as stated by Maksym Kozytsky, head of the Lviv Regional Administrative Organization.

“This marks the start of a comprehensive project consisting of extensive grain storage facilities across Ukraine, a network of dry ports, advanced logistics hubs, deep processing plants, bioclusters, new export opportunities, and the technological modernization of the agricultural sector. Our starting point is the Lviv region,” he explained.

Most of the funding for the elevator and dry port is being provided by AgHoldCo, supported by the UAF Partners investment fund. Construction is expected to begin this year, with AgHoldCo covering 80-85% of the total investment. Additional financing will come from the Danish state export agency EIFO, which is set to provide AgHoldCo with a $12M loan for each elevator project. Meanwhile, a contribution from the Belz community is anticipated, with at least $3M allocated for each subproject.

KONE Modular Lift Installed at Network Rail Testing Site

Laing O’Rourke and KONE have manufactured and installed the first offsite-constructed lift at the Network Rail test track in Melton Mowbray, Leicestershire, U.K., Construction Management reports. The modular lift is designed for use with multiple footbridges. The tower rises almost 11 m above ground level and contains a KONE Monospace 700 lift. The project is part of Network Rail’s Access for All program to provide accessible routes to and between platforms for disabled passengers and those with mobility restrictions. The lift was removed from the trailer bed of the delivery vehicle and installed fully upright in 26 min, according to Laing O’Rourke. The construction, including all offsite activity, took 86 days. Laing O’Rourke said this method potentially saved up to 32 weeks compared to traditional in-situ installation. Network Rail has two testing facilities – in Melton Mowbray and Tuxford, Nottinghamshire – where it can trial new equipment, technology and processes with external partners in a safe environment.

Exciting Elevator Technology Trends Set To Dominate 2025
If you were to go back in time and tell Elisha Otis, the inventor of the safety elevator, about how far his invention has come since the 1850s, he would no doubt be shocked. Back then, incorporating elevator video monitoring would have sounded as far-fetched as sending someone to the Moon.

However, elevators have evolved in leaps and bounds since Otis first installed his new invention in New York City. The latest elevator technology trends might change the industry even more in the coming years.

Here are a few exciting trends expected to make major noise in 2025 and beyond and why you should consider incorporating them into your building.
