What is Cement

THEORY
Compressive strength is the maximum compressive stress that, under a
gradually applied load, a given solid material can sustain without fracture. Compressive
strength is calculated by dividing the maximum load by the original cross-sectional area of a
specimen in a compression test.

نیا SDO آفس میں داخل ہوتے ہوئے.

سب انجینئر: وعلیکم السلام
نیا SDO: میں اپکا نیا انچارج ہوں، میری پوسٹنگ ادھر ہوئی ہے.
سب انجینئر عزت میں کھڑے ہوتے ہوئے: آئیے سر بیٹھئے

آفس میں پہلا دن تعارف، گپ شپ اور ڈیوٹی resumption میں لگ جاتا ہے.

اگلے دن،
ایس ڈی او: سب انجینئر کو بلاؤ.
سب انجینئر آفس میں داخل ہو کر: جی سر آپ نے یاد کیا؟
ایس ڈی او : ہاں یہ ایک کیس ایکس ای این صاحب نے آرڈر دیا ہے، اسکا ڈیزائن، ایسٹیمٹ اور پروپوزل بنانا ہے.
سب انجینئر: جی سر وہ تو ٹھیک ہے لیکن سر پاکستان انجینئرنگ کونسل کے ایکٹ کے مطابق یہ کام تو میرا ہے ہی نہیں، مجھے PEC Act کے خلاف ورزی کرنے پر مجھے جیل اور جرمانہ ہوسکتا ہے.

ایس ڈی او: اب مجھے کیا پتہ ہے کل ہی تو ڈیوٹی جوائن کی ہے. ہم تو یونیورسٹی میں صرف رٹہ لگا کر آئے ہیں لیکن خیر کوئی بات نہیں میں خود ہی کوشش کرتا ہوں.

ایس ڈی او: اپنے دوست کو فون ملاتا ہے.

دوست: وعلیکم السلام جناب، سنا ہے آپ ایس ڈی او لگ گئے ہیں، مبارک ہو.
ایس ڈی او: جی بلکل، خیر مبارک.
دوست: سنا ڈیوٹی کیسی ہے.
ایس ڈی او: ٹھیک ہے لیکن آپ کو فون اس لیے کیا ہے ایک بلڈنگ کا ڈیزائن، ایسٹیمٹ اور پروپوزل بنانا ہے، آپ کلاس کے ٹاپر ہیں شاید آپ تھوڑی سی مدد کریں.
دوست: او بھائی جان مجھے بلکل بھی پتہ نہیں ہے کتابی باتیں اب میں بھول چکا ہوں.
آپ کو تو پتہ ہے کہ ھم رٹہ لگا کر پاس ہوئے ہیں.
ایس ڈی او: چلیں ٹھیک ہے پھر اللہ حافظ.

اگلے دن SDO خود کوشش کرتے ہوئے، لیکن بے سود.
ایک ہفتہ کیس ٹیبل پر پڑا رہنے کے بعد.
ایکس ای این: ایس ڈی او کو بلاو
ایس ڈی او ایکس این کے آفس میں داخل ہوتے ہوئے.

آپ کو ایک کیس بھیجا تھا ابھی تک اسکا کوئی رسپانس نہیں آیا.
ایس ڈی او: سر کام کا بوجھ ذیادہ ہے آج ہی کرکے بھیجتا ہوں.
ایس ڈی او اپنے سب انجینئر کو آفس میں بلاتا ہے.
یار یہ ایسٹیمیٹ مجھ سے نہیں بن پا رہا آپ میری مدد کرو اس میں.
سب انجینئر: جی سر مجھے پانچ منٹ دے دیجئے، میں ابھی کرکے دیتا ہوں.
دس منٹ بعد سب انجینئر سارا کچھ کرکے ایس ڈی او کے ٹیبل پر رکھتا ہے.
ایس ڈی او پڑھ کر خوش ہوجاتا ہے.
سائن کرکے ایکس ای این کو بھیجتا ہے.
اگلے دن:
ایس ڈی او: کل آپ نے کمال کا ایسٹیمیٹ بنایا تھا، ایکس ای این نے شاباش دی ہے، آپ کا بہت شکریہ.
سب انجینئر: کوئی بات نہیں سر آپ ہمارے آفسر ہونے کے ساتھ ساتھ چھوٹے بھائی بھی ہیں.
اسکے بعد اگلے تین سال تک سب انجینئر SDO کا سارا انجینئرنگ کا کام انسپکشن، ڈرائنگ، ڈیزائن، بلنگ، ایسٹیمیشن وغیرہ کرکے SDO کے ٹیبل پر سائن کے لیے رکھتا تھا.

کچھ سال بعد SDO پروموٹ ہوکر XEN اور اسکے بعد SE لگ جاتا ہے.

سب انجینئر SE کے آفس میں داخل ہوتا ہے.

سب انجینئر: اسلام علیکم

ه SE: وعلیکم السلام.
سر کیسے ہیں آپ
شکر الحمد للہ بلکل ٹھیک، آپ بہت اچھے، محنتی اور انٹیلیجنٹ سب انجینئر ہو، سناؤ کیسے آنا ہوا.
سب انجینئر: سر آپ کی خدمت میں ایک ریکوسٹ ہے، میرا DPC کا کیس آپ کے ٹیبل پر پڑا ہے، مہربانی کریں اسکو سائن کرکے آگے بھیج دیں.
هSE : آپ تو ڈپلومہ ٹیکنیشن ہو آپ کی پروموشن نہیں ہوسکتی، آپ کے پاس پاکستان انجینئرنگ کونسل کا نمبر نہیں ہے.
سب انجینئر: سر پی ای سی نمبر سے کیا ہوگا، کام ہی تو کرنا ہوتا ہے چاہے PEC نمبر ہو نہ ہو.
ه SE: آپ ٹیکنیشن ہو اور آپ ٹیکنیشن بن کر رہو. آپ کی مثال نرس ہے اور نرس کبھی ڈاکٹر نہیں بن سکتا.
سب انجینئر: سر میں نے تین سال ڈپلومہ اور چار سالہ بی ٹیک انجینئرنگ کیا ہے. جس میں انجینئرنگ سے ذیادہ پریکٹیکل کام ہے.
ہ SE : آپ لوگوں کو کچھ نہیں پتہ، یہ انجینئرز کا حق ہے، سپریم کورٹ کا فیصلہ بھی ہے کہ پروپشنل انجینئرنگ ورک صرف پی ای سی رجسٹرڈ انجینئرز ہی کرسکتا ہے. جس کے پاس PEC کا لائسنس نہ ہو اور پروفشنل انجینئرنگ ورک کرتا ہو اسکو قید اور جرمانے کی سزا ہوسکتی ہے.
سب انجینئرجان بوجھ کر پوچھتے ہوئے: سر پروفشنل انجینئرنگ ورک کیا ہوتا ہے؟
ہSE : یہی ڈیزائن، ایسٹیمیشن، پروپوزل وغیرہ.
سب انجینئر دل میں سوچتے ہوئے: لونڈا مجھ سے سیکھ کر SE بنا ہے اور آج مجھے پروفشنل انجینئرنگ ورک سمجھا رہا ہے.
سب انجینئر خود کو کنٹرول میں رکھ کر، اخلاق کے دائرے میں رہتے ہوئے: لیکن سر ہمارا تو کوٹہ بھی ڈیپارٹمنٹ نے مقرر کیا ہے، ہمارے ڈیپارٹمنٹ کا رولز PEC سے ذیادہ اہم ہے اور پی ای سی ایک ریگولیٹری باڈی ہے جو وکیلوں کی طرح پرائیویٹ سیکٹر میں انجینئرنگ ورک کو ریگولیٹ کرنا ہوتا ہے، PEC کا کام گورنمنٹ ڈیپارٹمنٹس میں انٹرفیر کرنا نہیں ہوتا اور سر اگر کام کی بات کی جائے تو وہ آپ کو پتہ ہے میں کام بہتر طریقے سے کرسکتا ہوں.
ہSE : جاؤ میرا سر نہ کھاؤ تم ڈپلومہ ٹیکنیشن ہو. تم لوگوں کو کچھ پتہ نہیں ہے. ھم چار سال انجینئرنگ اور دو سال FSc پڑھ کر آتے ہیں.
سب انجینئر دلبرداشتہ ہوتے ہوئے:
سر آپ کو یاد ہے آج سے آٹھ دس سال پہلے آپ میرے ہاتھ کے بنائے ہوئے ایسٹیمیٹ پر سائن کرکے آگے بھیجتے تھے.
ہ SE: اوقات یاد آنے کے بعد آنکھیں چراتے ہوئے:
بدتمیز میں تمہیں ادھر سے دور ٹرانسفر کر دوں گا. تم لوگ نرس کے برابر ہو اور نرس کبھی ڈاکٹر نہیں بن سکتا.
سب انجینئر: نہیں سر ھم نرس نہیں سرجن کے برابر ہیں، جو ڈاکٹر کی طرح دوائی پروپوز نہیں کرتے بلکہ کام کرتے ہیں. چاہے وہ سائٹ کا ہو یا آفس کا.
ه SE: نکل میرے آفس سے.

اور ساتھ میں DPC کے کیس پر
The nominated sub engineer is B.Tech Engineer and is not registered with PEC, so the case of DPC is rejected and return back to your office to select the next senior most BSc Engineer registered with PEC.
کا ریمارکس لکھتے ہوئے کیس واپس بھیجتا ہے.

اگلے دن SE صاحب اسی سب انجینئر کے بنائے ہوئے ایسٹیمٹ، ڈرائنگ، ڈیزائن، ایم بی، بل، پروپوزل، سرٹیفکیٹ اور انسپکشن رپورٹ پر سائن کرکے میڈیا سے گفتگو کرتا ہے کہ ڈیپارٹمنٹ میں PEC رجسٹرڈ انجینئرز کی مثال ریڑھ کی ہڈی کی حیثیت رکھتا ہے اور جتنا بھی کام ہو رہا ہے انجینئرز کی وجہ سے ہورہا ہے.

Entering the new SDO office.

Sub Engineer: Hello
New SDO: I am your new in-charge, my posting is here.
All engineers standing in honor: Let's sit down

The first day in the office takes in introductions, gossip and duty resumption.

next day,
SDO: Call the sub engineer.
Entering the sub-engineer's office: Sir, did you remember?
SDO: Yes, this is a case ordered by Mr. XEN, to design, estimate and make a proposal.
Sub-Engineer: Yes, sir, that's fine, but according to the Pakistan Engineering Council Act, this job is not mine, I can be jailed and fined for violating the PEC Act.

SDO: What I know now is that I joined duty only yesterday. We have just come to the university with a smile, but no matter, I try it myself.

SDO: Connects your friend's phone.

Friend: Hello sir, I heard you are SDO, congratulations.
SDO: Yes, congratulations.
Friend: Heard how is duty.
SDO: OK but what you call it is to make a building design, estimate and proposal, you are a class topper maybe you can help a little bit.

next day:
SDO: Yesterday you made an amazing estimate, XEN has done well, thank you very much.
Sub Engineer: No matter sir you are our officer as well as younger brother.
For the next three years, the sub-engineer would do all the engineering work of SDO for inspection, drawing, design, billing, estimation, etc., for signing on the SDO table.

A few years later SDO is promoted to XEN and then to SE.

The sub engineer enters the SE office.

Sub Engineer: Hello

ه SE: وعلیکم السلام.
How are you sir
Thank goodness you are very good, hardworking and intelligent sub engineer, tell me how to come.
Sub Engineer: Sir, there is a request at your service, my DPC case is lying on your table, please sign it and forward it.
SE: If you are a Diploma Technician, you cannot be promoted, you do not have the number of Pakistan Engineering Council.
Sub Engineer: Sir, what will happen with PEC number, work has to be done even if it is PEC number or not.
SE: Be your technician and be your technician. Your example is a nurse and a nurse can never become a doctor.
Sub Engineer: Sir I have done three years diploma and four years B.Tech Engineering. Which is more practical work than engineering.
SE: You people don't know anything, this is the right of engineers, the Supreme Court has also ruled that professional engineering work can only be done by PEC registered engineers. Anyone who does not have a PEC license and does professional engineering work can be sentenced to imprisonment and fines.
All engineers deliberately asking: What is professional engineering work?
SE: Same Design, Estimation, Type etc.
All the engineer thinking in his heart: Londa has learned from me and made SE and today she is considering me as a professional engineering worker.
The sub-engineer, keeping himself in control, within the realm of morality: But even our quota is set by the department, the rules of our department are more important than the PEC and the PEC is a regulatory body that is as private as lawyers. Engineering work in the sector has to be regulated, PEC's job is not to interfere in government departments and Sir, if you talk about work, you know I can do the job better.
SE: Don't eat my head. You're a diploma technician. You guys don't know anything. We have four years of engineering and two years of FSc.
All the engineers were heartbroken:
Sir, you remember, eight or ten years ago today, you used to sign my hand-made estimate and pass it on.
SE: Eyes rolling after remembering the times:
Rude I will transfer you away from here. You guys are like a nurse and a nurse can never be a doctor.
Sub-Engineer: No, sir, we are the same as nurses, not surgeons, who do not prescribe medicine like doctors, but work. Whether it's site or office.
SE: Get out of my office.

And also on the case of DPC
The nominated sub engineer is B.Tech Engineer and is not registered with PEC, so the case of DPC is rejected and return back to your office to select the next senior most BSc Engineer registered with PEC.
Writing remarks sends the case back.

The next day Mr. SE talks to the media by signing the estimate, drawing, design, MB, bill, proposal, certificate and inspection report prepared by the same sub engineer that the example of PEC registered engineers in the department is the backbone. And as much work is being done because of the engineers.
