*چیف سیکریٹری بلوچستان کی ہدایت پر محکمہ جنگلات کی بڑی کارروائی: غفلت اور درختوں کی غیر قانونی کٹائی پر 5 افسران معطل، صوبے بھر میں درخت کاٹنے پر ایک سال کے لیے مکمل پابندی عائد*

کوئٹہ: چیف سیکریٹری بلوچستان کی خصوصی ہدایات اور کمشنر قلات کی جانب سے ارسال کردہ رپورٹ پر فوری ایکشن لیتے ہوئے محکمہ جنگلات کے سیکریٹری نے بڑی کارروائی کی ہے۔ اپنے فرائضِ منصبی میں شدید غفلت برتنے اور درختوں کی غیر قانونی کٹائی میں ملوث ہونے پر محکمہ جنگلات کے پانچ (5) افسران کو فوری طور پر عہدوں سے معطل کر دیا گیا ہے۔
معطل کیے جانے والے افسران کے خلاف تادیبی کارروائی کا آغاز کر دیا گیا ہے اور اس عزم کا اعادہ کیا گیا ہے کہ ماحولیات اور قومی اثاثوں کو نقصان پہنچانے والے کسی بھی اہلکار کے ساتھ کوئی رعایت نہیں برتی جائے گی۔
گرین بلوچستان وژن اور ماحولیاتی تحفظ کو یقینی بنانے کے لیے ایک اور اہم ترین فیصلے کے تحت، سیکریٹری جنگلات نے صوبے بھر میں ایک سال کے لیے ہر قسم کے درختوں کی کٹائی پر مکمل پابندی عائد کر دی ہے۔ اس پابندی کا اطلاق فوری طور پر ہوگا اور خلاف ورزی کرنے والوں کے خلاف سخت قانونی کارروائی عمل میں لائی جائے گی۔
حکومتِ بلوچستان نے واضح کیا ہے کہ صوبے کے جنگلات اور قدرتی ماحول کا تحفظ ہماری اولین ترجیح ہے، اور ماحولیاتی جرم میں ملوث عناصر، خواہ ان کا تعلق محکمے سے ہی کیوں نہ ہو، قانون کی گرفت سے نہیں بچ سکیں گے۔

وضاحتی بیان

یہ وضاحت عوام الناس کی اطلاع کے لیے جاری کی جا رہی ہے کہ حالیہ دنوں میں سوشل میڈیا پر کوہار اسٹیٹ و پروٹیکٹڈ فارسٹ، ضلع لورالائی سے متعلق گمراہ کن معلومات اور بے بنیاد پروپیگنڈا پھیلایا جا رہا ہے، جن میں یہ تاثر دینے کی کوشش کی گئی ہے کہ محکمہ جنگلات کی جانب سے جنگلات کے تحفظ اور فلاحی سرگرمیوں میں رکاوٹ ڈالی جا رہی ہے۔

واضح رہے کہ کوہار ایک اسٹیٹ اور پروٹیکٹڈ فارسٹ ہے جو بلوچستان فاریسٹ اینڈ وائلڈ لائف ڈیپارٹمنٹ کے انتظامی کنٹرول میں ہے۔ بلوچستان فاریسٹ ایکٹ اور متعلقہ قواعد و ضوابط کے مطابق اس علاقے میں کسی بھی قسم کی تعمیرات، واٹر اسٹوریج پونڈز، بورویل، مسجد، سڑک یا دیگر ترقیاتی کام متعلقہ مجاز اتھارٹی کی پیشگی منظوری اور این او سی (No Objection Certificate) کے بغیر نہیں کیے جا سکتے۔

یہ بات تسلیم شدہ ہے کہ جناب فرحت خان نے ماضی میں جنگلات کے تحفظ اور دیکھ بھال کے حوالے سے اپنی خدمات پیش کیں، تاہم کسی بھی فرد یا ادارے کو قانون سے بالاتر ہو کر تعمیراتی یا ترقیاتی سرگرمیاں انجام دینے کی اجازت حاصل نہیں ہے۔ اسی تناظر میں ڈویژنل فاریسٹ آفیسر، لورالائی کو متعدد مرتبہ ہدایت کی گئی کہ وہ موقع کا معائنہ کریں اور متعلقہ شخص کو قانونی تقاضوں کے مطابق این او سی حاصل کرنے اور تمام سرگرمیوں کو محکمہ جنگلات کے قواعد کے مطابق انجام دینے کی ہدایت کریں۔

کنزرویٹر آف فاریسٹس کی حیثیت سے میری اولین ذمہ داری ریاستی اور محفوظ جنگلات کی حفاظت، سرکاری اراضی کا تحفظ اور بلوچستان فاریسٹ ایکٹ پر عمل درآمد کو یقینی بنانا ہے۔ اس سلسلے میں اٹھایا گیا ہر قدم صرف اور صرف قانونی ذمہ داری کی ادائیگی اور قومی اثاثوں کے تحفظ کے لیے ہے، نہ کہ کسی فرد کی ذاتی مخالفت یا عوامی فلاح کے کاموں میں رکاوٹ ڈالنے کے لیے۔

اگر حکومت بلوچستان یا مجاز اتھارٹی کسی بھی منصوبے یا تعمیراتی سرگرمی کے لیے باقاعدہ منظوری اور این او سی جاری کرتی ہے تو محکمہ جنگلات کو اس پر کوئی اعتراض نہیں ہوگا اور قانون کے دائرے میں مکمل تعاون فراہم کیا جائے گا۔

لہٰذا سوشل میڈیا پر یہ تاثر دینا کہ کنزرویٹر آف فاریسٹس نے ذاتی بنیادوں پر ترقیاتی یا فلاحی کام روکے ہیں، حقائق کے منافی اور گمراہ کن ہے۔ تمام اقدامات صرف قانون کی پاسداری، ریاستی جنگلات کے تحفظ اور سرکاری ذمہ داریوں کی انجام دہی کے لیے کیے گئے ہیں۔

عوام الناس سے گزارش ہے کہ غیر مصدقہ اطلاعات پر یقین نہ کریں اور یہ سمجھیں کہ ریاستی و محفوظ جنگلات میں کسی بھی قسم کی سرگرمی صرف متعلقہ قوانین اور مجاز اتھارٹی کی اجازت کے مطابق ہی انجام دی جا سکتی ہے۔

Fire Successfully Controlled at Hazarganji Chiltan National Park

A fire that broke out in the Dhoni area was successfully brought under complete control through timely and effective action by the field staff of Hazarganji Chiltan National Park. Due to the prompt response and coordinated efforts of the team, a major loss to the national park was successfully averted.

The firefighting operation was led by the Deputy Conservator Forest, Hazarganji Chiltan National Park, along with the Assistant Conservator Wildlife/In-charge Karkhasa Recreational Park, Mr. Mahmood ul Hassan. The response team also included Siraj (Game Watcher), Imran (Game Watcher), and other dedicated staff members.

According to initial reports, the fire was allegedly started by unidentified individuals who entered the area from the direction of Wali Dad Dam after climbing through the mountains. The suspects reportedly fled before the arrival of the department’s team.

Despite the extremely difficult mountainous terrain, the firefighting team traveled approximately 14 kilometers on foot and climbed steep hills to reach the affected area. Through determined efforts and professional coordination, the fire was successfully contained before it could spread further into the protected ecosystem.

Alhamdulillah, due to the swift and courageous response of the staff, Hazarganji Chiltan National Park and its valuable wildlife were protected from significant damage.

The Forest & Wildlife Department appreciates the dedication and commitment shown by all officials and staff members involved in the successful firefighting operation.

Today, May 15, 2026, a high-level consultation session was held at the PD U-GPP Forestry Office. From the UNDP Mr. Amaan Sb presented Pakistan’s National biodiversity Targets (NBTs) Report (report shared above) for the Convention on Biological Diversity (CBD), emphasizing the alignment of national targets with global biodiversity goals and later on Provincial Targerts.

The meeting was chaired by Secretary Forest & Wildlife, Mr. Imran Gichki, and attended by:
