As a result, Minnesota lacked the necessary resources for winter road care. Before the state implemented a formal snow-removal program in 1926, severe winters often left communities isolated, with communication between cities disrupted. stepped in to fill this critical gap, pioneering consistent snow removal on major highways, thus providing a vital and previously unmet service to the community.
