The C4 panels are starting to have wires landed for the future dimmer modules. The two 54 circuit Square D panels are full. To keep the look correct another 54 circuit panel will be installed. To collect the 30 added circuits, caused by design changes and such.

Instead of the time to make these old school brackets.
Spending less than four dollars or so in saving a good deal of time the lower bracket makes sense.
