The builder did you no favors. The insulation installed at the time of building your home is a 99% chance it was cellulose. Cellulose is recycled paper that is in a constant state of breaking down and settling. The builders in Az. Install an R-30 (US dept of energy minimum is R-38) That R-30 will become an R-19 in 10 years or less. All homes in Az need insulation within the 1st ten years.

No! This material is made of tiny strands of glass, so it doesn't absorb water. However, when moisture fills the air pockets between the fibers, the insulation loses its ability to slow the transfer of heat. After all, water is a conductor, so wet fiberglass insulation is about as effective as no insulation at all.
