Spring raking is a great idea for a few reasons. Scratching the surface soil allows nutrients better integration into the soil itself. Keep in mind all though the debris created from the tine raking itself can be plentiful and definitely has to be cleared, this is not to be confused with dethatching of your turf. Dethatching is a much more intrusive process that is required when your surface soil has started to hold a thatch line greater than a half inch. Regular maintenance procedures such as tine raking and core aeration can significantly reduce thatch build up.
