Yes, the rotten wood looks awful. However, the real reason you need to get the rotten wood out is because your expansion joints have to be water tight. If your expansion joints are not sealed properly, they are allowing water to erode the dirt under the slab. Which in turn will cause shifting and cracking of the concrete.
