Many people are confused about the construction part of Governor Inslee's Stay at Home order. The work that is necessary to prevent spoilage includes getting a house to where it can be closed up against the elements that can ruin a new home. He also specifies the need for safety and security and a home under construction is not safe nor is it secure until it is able to be locked to prevent people from entering.
