This is what makes your electrical appliances go south. Could be the utility or owners line. Either way, there is a definite voltage drop as seen here. A quality surge protector installed by your local electrician can limit the spikes. That's why this needle is only going down. It's working hard to keep the voltage at an acceptable level.

Wire insulation has a minimum temperature at which it can be maneuvered. This obviously was moved at below that point!

Sure sign that the installer doesn't know/ understand electricity. In a state where there are no governing inspectors, you can expect anyone with a tool bag to be an electrician. Ask your local electrician if they hold a license other than a driving permit.

GFCI breakers and receptacles are needed for this reason. Someone could have touched anything near this and possibly been hurt or worse! They can be a pain and yes, they're expensive, but it could save a life.
