I am on pace to rebuild 50 driveways this summer and about 48 will include this specialized process as the first step. Unless there are some unusual circumstances I always use a tractor mounted pulverizer/grading attachment to bust up weeds and level any existing crown or ruts into a nice flat base layer before installing generous amounts of new local hardpack gravel.
It’s fairly common practice to skip this kind of tedious prep work and simply skim the existing driveway with new material. Naturally that approach is faster and cheaper. It is also, in my opinion, roughly equal to going to eat at a place that charges less for your meal but serves it on dirty dishes.
My driveway customers understand and appreciate the effort I put into prep work. Presumably they also like clean dishes although that is not a service I offer.
