Anytime a refrigerant repair is made. The old filter drier should be cut and replaced. Especially for as much as that repair cost. Most of the time if that drier is down inside condenser, techs will leave it and add a drier outside and that's exactly what you shouldn't do. We cut them out , and move them if in difficult spot while flushing system out. Have you had a repair done recently? Go outside look down inside, you can tell if it's still there, old or replaced. Get what you pay for.
