Late winter, the "golden window" for pruning.
When a plant is dormant, its energy is stored safely in the root system. By pruning now, you aren't just tidying up; you are effectively "re-directing" all that stored energy into the specific buds you’ve chosen to leave behind.
Without leaves, it is much easier to spot any dead, damaged, or diseased wood, as well as crossing branches that might rub and create open wounds which can cause permanent damage.
