I scribe cut every block to fit perfectly to the existing cement steps. Then when assembling, I clamped the two sides very tightly to the steps. I added cross bracing, leaving them 1/4 in. shy, allowing me to apply constant tension to the structure. Once completed, they don't move AT ALL! I didn't even need to drill cement for anchors!
