Rubber insulated cabling (as seen in the video), was used to wire up houses built around the 1950's and is still present and in use in some of these houses today.
Over time the insulation becomes hard and brittle. If left undisturbed it can be okay, however the insulation is so brittle that with movement it can crumble away leaving the 'live', active conductors exposed.
This wiring system also often has no earthing conductor at the lighting points, meaning any metallic/conductive fittings could pose a serious electrical hazard under certain conditions, especially if a safety switch is not installed on the lighting circuit.
