A visual inspection checks what you can see. Clean panels, functioning breakers, no obvious damage. If it looks fine, it passes.
A thermal imaging scan checks what you can't see. The component running 40°C above safe operating temperature. The connection that's been deteriorating for months. The fault that has no visible symptoms — until it does.
