VEECs get mentioned a lot in the energy efficiency industry. Less often explained is how they actually work and where the money comes from.

Here's a plain-English breakdown.

When an accredited provider installs an eligible energy-efficient product in a Victorian home or business, they create Victorian Energy Efficiency Certificates. Each certificate represents one tonne of greenhouse gas emissions avoided compared to what the old system would have produced over its lifetime.

Those certificates are then sold to energy retailers, who are legally required to surrender a set number of VEECs each year to meet the Victorian Government's emissions targets. The retailer buys the certificate. The accredited provider receives the income. That income is what funds the upfront discount passed on to your customer.

So the flow looks like this: you install an eligible product, VEECs are created, certificates are sold to a retailer, and your customer pays less upfront. No voucher to chase, no rebate form to submit after the fact. The discount comes off the invoice directly.

VEEC prices are set by the market rather than the government, and they fluctuate with supply and demand. As of early 2026, prices have been trading in the mid-to-high $80s per certificate. The more VEECs an activity generates, and the higher the VEEC price, the bigger the discount. That's why system type, size, efficiency rating, and the existing appliance being replaced all affect the final rebate figure.

Here's the short version.
The VEU program is a Victorian Government initiative that creates upfront discounts on energy-efficient appliances, including reverse-cycle air conditioners, heat pump hot water systems, and insulation. Those discounts are funded through Victorian Energy Efficiency Certificates, known as VEECs. Each VEEC represents one tonne of greenhouse gas emissions avoided, and they're generated when an accredited provider completes an eligible installation.
