You should perform maintenance on your water heater every year, this includes operating the temperature and pressure relief valve, draining the tank, and flushing out any mineral and sediment build up. This will insure your T&P valve as well as your drain valve are operating correctly and are not full of mineral deposits or sediment.

This large commercial water heater has never been maintained, the temperature and pressure relief and drain valves are both totally plugged with mineral deposits and will need to be replaced, never mind the huge safety hazard!
