EPC's (Energy Performance Certificates) are required for all NEW buildings to prove that they have been built well enough to achieve the energy efficiency targets laid out in part L of the building regulations, the building cannot be signed-off by building control without an EPC having been produced. Part L also applied to existing buildings that are having extensions built to them or are being converted in some way ... maybe from a commercial building into domestic dwellings. In both cases, Part L of the building regulations ensures that it has been designed and built with energy efficiency in mind in order to be as economical to run as it can be. An older, existing building being sold or rented needs an EPC to prove to the new owners or tenants how energy efficient it is and therefore give them an idea of how much it might cost to run. The EPC also makes suggestion about how they can improve the efficiency of the building and make it as inexpensive to run as possible. (... Its like perhaps buying a new car and the salesman telling you that is very fuel efficient and economical to run ... that's great but its always nice to have a certificate or legal document available just in case he's more interested in the sale than whether or not you can afford to keep it on the road).
