This is an extract from an article about Solar PV testing.

The essential need for all installers of PV systems in the UK is to satisfy MCS requirements (for systems up to 50kW), as detailed in the DTI’s guide Photovoltaics in Buildings. This is fundamentally aligned to the BS EN62446:2009 standard for grid connected PV systems. In short, this document sets out the minimum requirements for PV system documentation, commissioning tests, and inspection to ensure the safety
and quality of system installation. The standard includes specific measures to ensure that:

- The PV panels and electrical supply connections have been wired up correctly
- That the electrical insulation is good
- The protective earth connection is as it should be
- There has been no damage to cables during installation
The standard describes various electrical tests to ensure that the solar installation fully complies with MCS requirements.
While many of the more reputable and discerning solar PV installers recognise the importance of testing to the standard, it is of serious concern that some installers are failing to perform the required tests, or at best only partly fulfilling this obligation.
Clearly where testing is not being carried out in accordance with BS EN62446, the system will be in breach of MCS requirements and should not be eligible for feed in tariffs or be connected to the grid. This has potentially serious implications for the quality and safety of the solar PV installations in question.
For example, it was recently reported that a house fire in Kent was caused by a fault in a rooftop solar PV installation. This mirrors the situation in the USA, France and Australia where property fires and surveys of solar PV installations have raised specific concerns over incorrectly installed PV systems and their role as both a fire hazard and as a cause of increased risk
of electrocution. All involved in the solar PV industry need to take responsibility for the correct and proper installation of solar PV systems and the recent MCS/Gemserv consultation on the competency of solar PV installers seeks to address such concerns. The MCS is due to publish new guidance in the
next few weeks which will further clarify the testing requirements for PV installations.
However, the solution lies in ensuring compliance with all relevant
standards, including the solar PV testing and documentation requirements of BS EN62446. Only when this happens can the certification body be given the evidence that the work has been performed correctly and the customer given the assurance that absolute best practice has been followed in the installation of their PV system.”

Solar PV - Testing and commissioning Myth Buster

1/ Plug and play systems don’t need to be tested or Commissioned. - WRONG
2/ Only the AC side needs to be electrically tested - WRONG
3/ No testing needs to be carried out of the DC side of the installation. - WRONG

Following my last post on Solar I wanted to point out the misconceptions over testing and commissioning This one is about Testing.

1/ The advantage to plug and play is to make it quicker to install reducing installation costs not that testing isn’t required.

2/ The AC side needs to be tested in accordance to BS7671 as with any newly installed electrical circuit. It needs to ensure that it can be connected safely to the consumer unit and the electricity network. In particular an Electrical Installation Certificate should be supplied before connecting to the network.

3/ The DC side is also an electrical system and should be treated accordingly, it produces very high currents. Even with the new safe guards that some system have in place that when disconnected from the network the current drops to a safe level, whilst it’s generating the levels are enough to cause serious injury or kill and should be treated like any other electrical circuit. It has to be tested to ensure its correct operation and is safe.

Testing is to ensure that even a plug and play system has been installed correctly and no component’s are damaged, it ensures the whole installation is safe to use. A certificate should be issued by the installer for both the AC and DC side. If Anyone is thinking of installing a Solar PV system please use a qualified Electrician registered with a governing body, it’s the only way to ensure you protect your investment, property and ensure legal compliance.

* No warrant required before Electrical work can commence.
* A reduced Warrant fee
* The local authority Building Standards departments, who function as Verifiers under this scheme, must accept a valid certificate of construction relating to the electrical installation work performed as a record of compliance with the Building (Scotland) Regulations. This means that the certificated installation does not require additional checks by the local authority Verifiers. This can result in more efficient processes of construction and certification overall, benefiting all parties involved.

Solar PV installation DNO notification clarified.

As a registered NICEIC Approved contractor, I have recently received a number of calls from customers regarding solar panel installations and the regulations. There seems to be some misguided advice being given which is of concern. I have decided to try to clarify the situation.

Contrary to some misconceptions, From 27th April 2019 any Solar and also heat pump installations require notification to the DNO no matter what size, if it is connected to an electricity distribution network. The only exception is if the installation operates completely separate, classed as Island mode. There are 2 routes to this depending on the size of the installation. Forms ER G98 or G99 should be used to inform the DNO, For Mull it is SSE.

If the PV installation is under 16 amps per phase, Engineering Recommendation G98 applies to the installation and the DNO will need to be notified within 28 days of the system being commissioned. If the PV installation is greater than 16 amps per phase, then prior permission to connect will need to be granted. G99 is required to be completed. For anything larger than 50KW then Type A G99 is required.

Engineering Recommendation G99 applies to the installation, and the size of the Solar PV installation is greater than 16 amps per phase, then prior permission to connect will need to be granted. As the scope of MCS certification for electricity generation is a maximum of 50kW,

If you use a Registered contractor from a governing body like NICIEC, SELECT or MCS registered, they will usually supply, install and commission/test the system and supply an electrical installation certificate and notify the DNO. The testing and certification is paramount to validate your warranty. Otherwise the manufacture might not honour it.

Yes, you can buy and install a solar system yourself if you have some knowledge of electrics but the installation instructions often state that it should be carried out by a qualified electrician, this is so it can be tested, ensures it meets current regulations and connects it to the DNO which only a qualified electrician can do so.
