Part O of the Building Regulations addresses overheating in new homes, but the June heat wave has shown the majority of UK homes remain vulnerable. In our featured Hub article, Amy McEwen considers whether Part O of the Building Regulations should also apply to existing buildings.

With the latest climate risk assessment from the Climate Change Committee (CCC) warning that rising temperatures are already affecting communities across the UK and will only intensify in the coming decades, there is a clear need to mitigate overheating in existing as well as new building stock. Fewer than 5% of UK homes have air conditioning, while more than half of homes in England already overheat during relatively mild summers. Public buildings such as schools, hospitals and care homes also lack adequate cooling and were largely designed for a cooler climate.

To address these challenges, the CCC has proposed a number of recommendations to the Government. They estimate that implementing these measures would cost around £3.8 billion but deliver benefits worth three times that amount. Investing in climate adaptation now is far more cost-effective than delaying action and will be essential to protect public health and build resilience to a hotter future. Given the UK’s traditionally cool, wet climate, overheating in homes may seem like an unlikely concern. However, the effects of climate change are already becoming evident. According to the UK Met Office, summers are expected to become increasingly hotter over the coming decades, with a greater likelihood of prolonged periods of above-average temperatures and reduced rainfall.

In response to this growing challenge, Part O of the Building Regulations was introduced to address the rising risk of overheating in modern homes, which are often designed to be highly airtight and well insulated to improve energy efficiency and retain heat during colder months.
