Another scheme that risks punishing the good tradesmen along with the cowboys.
The vast majority of us go to work, do a proper job, pay insurance, fuel, wages, vehicles, tools, materials and countless other overheads. The last thing legitimate trades need is another scheme that ends up becoming another fee, levy or administrative cost for us to carry.
Nobody wants customers getting ripped off. Cowboys damage the reputation of the whole industry and should absolutely be dealt with.
But why not encourage customers to do proper checks on the company before handing over money? Check references, insurance, previous work and company details. On larger projects, use an independent architect or surveyor to inspect and sign off each stage before a stage payment is released.
Work completed → independently checked → payment released.
It really can be that simple.
Target the people ripping customers off, not the decent tradespeople already doing everything properly and struggling with ever-increasing overheads.
