A Professional Consultants Certificate (PCC) is a form that has been pre-approved by the Council of Mortgage Lenders (CML) to certify that a consultant has monitored the construction of a property and that they will remain liable to the owner, and any lenders, for a period of six years from completion of the property. The property will be inspected during the course of construction or conversion w

ith a minimum of five inspections taking place starting from foundations up until completion. Why Is It Important? Lenders will generally only lend on a newly built (or newly converted) property where the property is covered by a warranty scheme (for example, NHBC warranty) or the Council of Mortgage Lenders Professional Consultant's Certificate (PCC). The PCC is for use by professional consultants when designing and/or monitoring the construction or conversion of residential buildings.

The report itself is only useful if the defects it identifies are raised formally, in writing, with the developer, and in enough time to make use of the defects liability period.

That period typically runs for two years from legal completion. Defects raised during that window are the developer's responsibility to fix at no cost. Defects raised after it expires are a different conversation.

Getting a professional snagging inspection done promptly and using the report correctly is one of the most practical things a new-build buyer can do to protect their investment.
