Every checker faces the same dilemma: am I checking this design, or redesigning it?

Push too hard, and you delay the project, creating the rushed installations where most temporary works incidents actually begin.

Go too soft, and your check becomes a meaningless formality.
To find the balance, we use a deliberately narrow test: Can our comment be traced to a specific code clause, load case, or unverified assumption?

Non-compliance: Traced to code or safety. Holds regardless of programme pressure.
Clarification: Need more info to verify the design.
Advisory: Just a preference or alternative detail. Often dropped.

Categorizing every comment before it leaves the office tells the contractor exactly what must change versus what is just a suggestion. It prevents endless debates and protects the schedule.

🚨 The Common Oversight That Can Compromise Steel Structures in Hong Kong’s High-Rise and Retrofit Projects
Most engineers diligently check loads, size members, and verify bending stresses.

But one critical assumption often gets overlooked — and it can lead to sudden instability:
Assuming full lateral restraint for the compression fl**ge when it isn’t truly provided.

In Hong Kong’s dense urban environment — with tight sites, alternation & addition (A&A) works, and complex retrofits — this mistake is especially risky. Lateral-torsional buckling (LTB) can occur well before the steel yields, turning a “safe” design into a vulnerability during construction or service life.

Here’s what happens:
• Under bending, the top (compression) fl**ge tries to buckle sideways if not adequately braced.
• The beam twists and displaces laterally — a stability failure, not just a strength issue.
• Factors like longer unbraced lengths (common in open floors or temporary works) and slender I-sections amplify the risk.

Key prevention steps we emphasize at Fotama:
1. Provide reliable lateral bracing (e.g., via slabs, purlins, cross-frames, or dedicated restraints).
2. Minimize unbraced lengths with intermediate supports where needed.

MiMEP Adoption in Hong Kong Public Works

The Development Bureau has issued Technical Circular (Works) No. 5/2026 to promote the wider adoption of Multi-trade Integrated Mechanical, Electrical and Plumbing (MiMEP) in relevant capital works and RMAA projects.

MiMEP integrates multiple building services components into prefabricated modules manufactured off-site before being transported to the project site for installation.
From a project delivery perspective, MiMEP is not simply about moving construction work into a factory. It also moves many important decisions to an earlier stage of the project.

Successful adoption requires early consideration of:
• Architectural, structural and MEP coordination
• Module size and configuration
• BIM integration and clash detection
• Factory production and procurement lead times
• Transportation, storage and lifting arrangements
• Installation, testing and commissioning
• Future operation and maintenance access

This means that the project programme must reflect activities beyond conventional on-site installation. Design development, approvals, fabrication, inspections, logistics and module installation should be planned as an integrated sequence from the outset.
Earlier collaboration among designers, contractors, suppliers and project stakeholders will therefore be essential to realising the potential benefits of MiMEP.

The HKSAR Government recently gazetted the Northern Metropolis Development Bill, which aims to streamline planning and land procedures, expedite construction works and facilitate industry operations within the Northern Metropolis.
The proposed framework also covers areas such as construction innovation, quality enhancement and more efficient administrative procedures.

For the engineering and construction industry, faster development procedures may create new opportunities. At the same time, they will increase the importance of:

• Early project planning
• Effective multidisciplinary coordination
• Practical construction sequencing
• Realistic programme and risk management
• Timely identification of site and statutory constraints

We serve as Independent Checking Engineer (ICE) for the installation of prefabricated noise enclosure panels on Contract HY/2014/08 Central Kowloon Route (Yau Ma Tei East).

Our scope covers inspection and verification of MiC panel installation across the ~550m Gascoigne Road Flyover noise enclosure protecting 1,500+ residents at Prosperous Garden and students at Yaumati Catholic Primary School.
