When the rain stops: what a nationwide hosepipe ban reveals about how Ireland measures its water
For a country rich in rain, the summer-long hosepipe ban came as a surprise to people. Yet that is where Ireland finds itself in 2026. Uisce Éireann first issued a Water Conservation Order on 13 July for Dublin, South Tipperary and parts of Kildare, Meath, Wexford and Wicklow, and by 24 July had extended it nationwide. The order restricts the use of garden hosepipes and other non-essential outdoor water use, and it remains in force until 26 August. Parts of the south and southeast had gone close to six weeks without meaningful rainfall.
The headline numbers explain the pressure. In the Greater Dublin Area, daily demand climbed to around 693 million litres – roughly 50 million litres above the year-to-date average – while national domestic use ran about 20% above typical levels, driven largely by outdoor use during an exceptionally warm and dry spell. Nationally, Uisce Éireann produces in the order of 1.8 billion litres of drinking water every day. When demand rises and rainfall stops, the margin between what the network can treat and what customers draw narrows quickly.
Behind every one of those figures sits a more fundamental question, and it is one every engineer working in the water sector will recognise: how do we actually know when a supply is under strain? A hosepipe ban is the visible, public-facing decision. The evidence that justifies it – reservoir drawdown, treatment-plant output, and above all what is happening in the rivers and aquifers that feed the network – comes from continuous hydrometric monitoring.
