William Conolly (born 1662) had the building on top of Mount Pelier built in 1725. He was one of the richest men in Ireland and had a big role in Irish politics from 1715-29 in which he became Speaker of the Irish House of Commons while also at times holding posts of Chief Revenue Commissioner and Lord Justice aswell.

Conolly purchased Rathfarnam Castle in 1724 for £62,000, the lands of which included Mount Pelier Hill with the lands comprising a 1000 acre deer park. The building atop Mount Pelier which was called Mount Pelier House was therefore first used as a hunting lodge by Conolly until his death by a stroke in 1729.
