Much of the farmland that was zoned for development 10 and 15 years ago outside rural towns and villages is now considered unnecessary.

The draft Naas Local Area Plan 2021-27 is now on public display with submissions due by 21st April 2021.

This is the second draft after the planning regulator intervened on the first draft so new round of submissions required.

Importance of Planning Statements

Interesting to see the Planning Authority in Laois County Council noting the absence of a Planning Statement in the recent assessment of an application by Bord na Mona Powergen Ltd for a Renewable Gas Facility near Portlaoise - see pg. 44 of the planners report, Reg. Ref. 19/530.

Despite a detailed EIAR being submitted the Planning Authority noted:-

“the absence of a Planning Statement that brings together the case for the proposed development”.

The assessment eventually relied on references to planning policies in the EIAR but this demonstrates that the Planning Statement is a separate entity to EIAR and can be an important part of an assessment by local authority planners, particularly for more complex applications.

Given the array of planning legislation and guidelines not to mention county development plan policy many applications fall into this bracket.
