TN govt makes it mandatory to have CCTV cameras at all public places

CHENNAI: The message from the government is loud and clear. If you are in a public place, you are going to be under watch, all the time. In an attempt to curb rising incidents of crime, the Tamil Nadu government has made it mandatory to install closedcircuit television (CCTV) cameras in all public places across the state.

An order issued in this regard, which came into force on December 14, said CCTVs will have to be installed at all public buildings within six months, either by owners or by those who are occupying the premises. Every 300sqm of area should have one camera, it said. "If CCTVs are not installed within the prescribed time, trade or business licences of such establishments will be suspended or cancelled," said a senior official in the municipal administration department.

The idea was mooted by director general of police K Ramanujam recently. Police have been pitching for it because CCTVs played a major role in cracking cases and nabbing criminals in many recent instances in Chennai and other cities. Two major bank robberies, that took place in Chennai suburbs earlier this year, were solved after video footage at one the banks provided crucial clues on the suspects. The five robbers, who were behind both incidents, were killed in an encounter.

It is the responsibility of civic bodies to monitor implementation of the order. Also, hereafter, those who plan to construct public buildings will have to make provisions for installing CCTVs. Such provisions should form part of the design, without which the regulatory bodies and local bodies would not give approval, the order said.

The order applies to schools, colleges, universities and similar educational institutions including private ones. The rule is also applicable to hostels where more than 100 persons reside, hospitals, nursing homes, dispensaries, clinics and maternity centres with an area of 500sqm and above. Similarly, star hotels, marriage halls, cinema theatres, amusement parks, swimming pools, recreation centres, auditoriums, exhibition halls, museums and gymnasium should also install CCTVs.

In addition, market places, ATMs, insurance companies, jewellery shops, shopping malls, fuel stations, industrial units with more than 100 employees, IT and ITES establishments, radio and television broadcasting stations, places of religious worship where more than 500 persons assemble at a time, central, state and quasi-government offices, bus terminals, library, coffee houses and eating houses with a floor area of 500sqm and above should install such cameras.

சிலர் மின் இணைப்பு கொடுப்பது பற்றி கட்டுமானத்தின் இறுதி கட்டத்தில்தான் சிந்திப்பார்கள். கட்டுமானத்தின் ஒவ்வொரு நிலையிலும் மின் இணைப்பு கொடுப்பதற்கான இடவசதியை வரையறை செய்வது அவசியம். எந்த இடத்தில் சுவிட்சு போர்டு அமைப்பது என்பதை முதலிலேயே முடிவு செய்துவிட்டால் அதற்கு ஏற்ப மின் இணைப்பு கொடுப்பது சுலபமாக இருக்கும்.

அப்படி இல்லாத பட்சத்தில் சுவர்களை உடைப்பது, துளையிடுவது போன்ற செயல்களை மேற்கொள்ள வேண்டியிருக்கும். அது கட்டிடத்தின் வலிமையை பாதிக்கும் செயலாக மாறக்கூடும். அத்துடன் வீட்டின் அழகும் குறைபட நேரிடும். அதனால் முதலிலேயே ஒவ்வொரு அறைக்கும் மின் இணைப்பு வசதியை எப்படி அமைக்கப்போகிறோம் என்பதை முடிவு செய்துவிட வேண்டும். எந்த அறையில் என்ன பொருட்கள் வைக்கப்போகிறோம் என்பது பற்றி பட்டியல் தயார் செய்துவிட வேண்டும்.

சுவிட்சு போர்டை ஏதாவது ஒரு மூலையில் பொருத்தி இருப்பார்கள். அதை பயன்படுத்துவது சிரமமாகவும் மாறக்கூடும். கைக்கு எட்டும் தூரத்தில் இல்லாமல் இருந்துவிட்டால் அதுவும் பிரச்சினையாக அமையும். அயன்பாக்ஸ் போன்ற மின் சாதன பொருட்களை பயன்படுத்துவதற்கு சுவிட்சுகள் மேஜைக்கு பக்கத்தில் அமைந்து இருப்பது சுலபமாக இருக்கும். அது குழந்தைகள் கைக்கு எட்டும் தூரத்தில் இல்லாமல் இருப்பதும் முக்கியம்.

அறையின் அழகு பாழ்படும்

இதுபோல டி.வி, பிரிட்ஜ், மிக்ஸி போன்ற பொருட்கள் பயன்பாட்டுக்கு ஏற்றபடி சுவிட்சுகள் அமைப்பு இருக்க வேண்டும். இதை எல்லாம் கவனிக்காமல் சுவிட்சு போர்டுகளை ஒரே நேர்கோட்டில் அமைத்து விடக்கூடாது. பொருட்களின் உயரம், பயன்படுத்தும் இடம் போன்றவற்றை கவனித்தில் கொண்டு சுவிட்சுகளை அமைக்க வேண்டும். அவை ஆங்காங்கே இடம் பெற்று இருந்தாலும் அறையின் அழகியலில் பங்கெடுப்பதாகவும் இருக்க வேண்டும்.

சில இடங்களில் சுவிட்சு போர்டு ஒரு இடத்தில் இருக்கும். அதில் இருந்து மின் இணைப்பு பெறுவதற்கு நீண்ட ஒயரை பயன்படுத்த வேண்டி இருக்கும். அதுபோன்று சரியான திட்டமிடல் இன்றி சுவிட்சுகளை அமைப்பது பயன்படுத்துவதற்கு சுமையாகவே மாறும். மீண்டும் மின் இணைப்பில் மாற்றம் செய்ய வேண்டிய நிலை ஏற்படும். அதற்காக சுவரை சிதைக்க நேருவது அறையின் அழகை பாழ்படுத்தும். சுவரை உடைக்காமல் மின் இணைப்பு குழாயை சுவரின் மேல் பக்கம் வழியாக அமைக்க முயல்வதும் அறைக்கு அழகு சேர்ப்பதாக மாறாது.

எதிர்கால தேவை

Conservation in Lighting
Don't leave lights on when no one is in the room. If you are going to be out of the room for more than five minutes, turn off the light.

Where possible, use compact fluorescent light bulbs. Those funny-looking bulbs produce the same amount of light by using 1/4 of the electricity. Plus, they last for years and years without burning out.

Replace flickering, dim and burned-out lamps

Keep light fixtures clean - a cleaner bulb is a brighter bulb

Lower overall energy demand by concentrating bright light where you need it rather than evenly lighting the entire room - this is called 'task lighting'

Lower the height of light fixtures if possible to increase usable light.

Replace burned out lamps with lower wattage lamps or energy-saving lamps wherever possible.

Install more efficient security and parking lot lighting. High-pressure sodium fixtures are more efficient than metal halide, mercury v***r, fluorescent or incandescent fixtures.

Install time clocks or photoelectric cells to control exterior lighting, advertising sign lighting and some interior lighting.

Paint dark walls and ceilings with lighter colors to maximize the effect of existing light sources.

Maximize natural lighting by installing skylights or windows.

Install dimmer or occupancy switches where appropriate to lower energy use such as in stairwells, copy rooms, restrooms.

Implement a group re-lamping schedule, and re-lamp at 70% of rated lamp life. Lamps that run longer than 70% of their rated life actually cost more in terms of energy use.

Trim bushes and trees away from outdoor lighting to maximize illumination and prevent shadows.

Energy Conservation at Home
Keep refrigerators and freezers out of direct sunlight, and allow at least 5 centimeters all around (or as recommended by the manufacturer) to allow heat to escape from the compressor and condensing coil.

Clean your refrigerator's coils (back) and air intake grill (below the doors) every 3 months.

Don't let freezers build up more than 6 mm of frost. Defrost regularly to keep freezers working their best.

Allow hot foods to cool before putting them in the refrigerator.

Use kitchen, bath, and other ventilating fans wisely; in just 1 hour,
these fans can pull out a houseful of warmed or cooled air. Turn fans off as soon as they have done the job.

Plant trees or shrubs to shade air-conditioning units but not to block the airflow.
A unit operating in the shade uses as much as 10% less electricity than the same one operating in the sun.

Turn off the TV when no one is watching it. The same goes for computers, radios and stereos - if no one using it, turn it off. Turn off all the appliances at the surge protector/control strip - that four- or six-plug extension chord that you
plug all your computer things into.

Wasting water wastes electricity. Why? Because the biggest use of
electricity in most cities is supplying water and cleaning it up
after it's been used!

If you need to warm up or defrost small amounts of food, use a microwave
instead of the stove to save energy.

Don't keep the refrigerator door open any longer than you need to. Close it to keep the cold air inside! Also, make sure the door closes securely.
