Before we build anything new, we remember who built the ground beneath it. As Pchum Ben begins, families across Cambodia rise before dawn to visit pagodas and offer food to monks on behalf of their ancestors, across seven generations. It is a season of gratitude, and for many it is the most meaningful time of the year. Cambodia doesn't have a national building code yet, but for the first time it has a deadline for your permit.

Here's what changed:

🔹 Fixed timelines: MLMUPC Guideline No. 291 (Feb 2026) sets binding processing windows for every department that issues a permit or Certificate of Occupancy.

🔹 Lab sign-off: A Certificate of Occupancy now needs a technical opinion from the National Construction Laboratory before a building can be used or handed over.

🔹 Eurocode adoption: The Institute of Standards licensed 50+ Eurocode standards in May 2026, with national adoption targeted for mid-2027.

🔹 One Window Service: Applications move through a single channel with fixed multi-day review windows.

The catch: incomplete submissions don't get the benefit of the new timelines. We prepare drawings to MLMUPC's current standard from Phase 1, and Certificate of Occupancy readiness is built into every phase of our six-phase Design & Build process. ✅🏗️

A Phnom Penh healthcare facility needs a construction sign-off and health facility licensing before its booked opening, two separate approval tracks, one fixed deadline. We can run both in parallel from day one, closing a multi-week gap into days. Result: opened on schedule, fully compliant.
