ltants in the major hydro-power and reservoir projects in the Accelerated Mahaweli Development Scheme. However over the years to effectively face the changing needs, socio-economic and market challenges of the different era the Bureau has widened the scope and delivery of services. Today CECB has achieved significant growth in providing the full spectrum engineering services to clients in the country and abroad starting from project identification, pre-feasibility, feasibility, EIA, geological/geotechnical investigations, surveying, architectural, structural, MEPI etc., to detailed implementation and construction. The main sectors of expertise now are: Buildings including High-rises; Highways, Bridges, Railroads; Water Resources including Hydro-power; Water Supply and Drainage; Ports and Coastal works. It carries out Design and Build, Build Operate and Transfer (BOT) and Build Own and Operate (BOO) projects. CECB is fully equipped with required plants, equipment, heavy machinery, and other physical resources to undertake all types of engineering projects in any part of the country at short notice. In this context, the IT linked decentralized management system implemented by CECB with a network of regional offices and operational Bases throughout Sri Lanka has helped to provide fast track solutions and on site decision making to suit client needs and targets.

CECB Commemorates Historic 500th Board Meeting

CECB marked a significant milestone in its corporate journey with the commemoration of its 500th Board Meeting, held under the leadership of Eng. A.P. Jayatissa, Chairman, and the Board of Directors on 27 May 2026.

To celebrate this landmark occasion, a commemorative dinner was held with the participation of a distinguished gathering of former Chairmen, former General Managers, and Higher Management of both CECB and CESL. The event provided an opportunity to reflect on the remarkable achievements, institutional legacy, and contributions of the Bureau to Sri Lanka’s engineering and infrastructure development over the past five decades.

The occasion was honoured by the presence of Hon. Aravinda Senaratne, Deputy Minister of Irrigation, and Mr. D.P. Wickremasinghe, Secretary to the Ministry of Agriculture, Lands and Irrigation, who attended as Guests of Honour.

The commemoration highlighted the continuing commitment of CECB to engineering excellence, innovation, and national development while recognizing the contributions of past and present leaders who have shaped the organizational success.

CECB Toastmasters - Celebrating a Year of Excellence

During the 2025/2026 term, CECB Toastmasters Club proudly celebrated an exceptional year marked by remarkable achievements and distinguished recognitions. The club earned several prestigious awards, including the Golden Club Award, Membership Retention Award and the Newsletter Term 1 Bronze Award. Furthermore, the club newsletters for Terms 1 and 2 were ranked among the Top Ten newsletters, reflecting the club’s commitment to excellence in leadership, communication, and member engagement.
CECB Toastmasters members also showcased their talents at the Area Contest level, securing 1st Place in the Table Topics Contest, 2nd Place in the International Speech Contest, and 3rd Place in the Evaluation Contest, further highlighting the club’s excellence in public speaking and leadership development.

NITF and CECB Sign MOU to Implement AGRAHARA Medical Insurance for CECB Staff

The National Insurance Trust Fund (NITF) and the Central Engineering Consultancy Bureau (CECB) have entered into a strategic partnership to enhance employee welfare by providing comprehensive healthcare coverage. This collaboration was formalized through the signing of a Memorandum of Understanding (MoU), enabling permanent staff members of CECB to benefit from the semi-government AGRAHARA Medical Insurance Scheme.
The MoU was exchanged in the presence of senior representatives from both organizations, with Samil Thushara, Assistant General Manager – Operations (NITF), and S. A. U. D. C. Siriwardhana, General Manager (CECB), representing respective institutions.
NITF was further represented by Nuwan Dissanayake, Assistant Manager – Marketing, and Sajani Iddagoda, while the CECB delegation included S. Wijesinghe, Corporate AGM (Projects), S. S. Aravinda Kalugaldeniya, Corporate AGM (Designs), and W. C. S. Gunarathne, Manager – Administration & Human Resources.
Accordingly, permanent employees of CECB will receive the benefits of the AGRAHARA Medical Insurance Scheme, a well-established health insurance program that provides coverage to personnel in Sri Lanka’s public and semi-government sectors.

The Training, Research & Development Unit in collaboration with Skills Development Fund Limited (SDFL), has successfully organized a four-day workshop on Secretarial Practices at the CECB Auditorium, 6th floor Kelani Wing.

This programme was specifically designed for Secretarial Assistants, Clerks, System Operators, and officers engaged in HR-related functions, with the objective of strengthening their capacity to meet the demands of a modern and dynamic business environment. The workshop delivered comprehensive exposure to key areas such as effective business communication, leadership and interpersonal relationships, public relations and external affairs, report writing, negotiation skills, time management, office planning and control, and the application of IT for enhanced productivity.
