Empowering Engineers. Elevating Standards.
On 13th March 2026, the In-house Training Program on the STC Guideline for Rate Analysis was successfully conducted at the CECB Auditorium, bringing together engineers and technical professionals to strengthen their expertise in construction cost analysis.
Organized jointly by the Training Unit of Central Engineering Services (Pvt) Ltd (CESL) and the Training Unit of Central Engineering Consultancy Bureau (CECB), the program was initiated under the vision and requirement of Anura Semasinghe — CEO of CESL, with the objective of enhancing engineers’ practical understanding of STC Guidelines for Rate Analysis, a key element in ensuring accurate cost estimation, transparency, and efficiency in construction project management.
The program was honored by the presence of Chief Guest R. A. S. Ranawaka, Director General of the Ministry of Housing, Construction and Water Supply, together with the following representatives from the Ministry:
* H. M. U. Herath — Director, Engineering Services
* J. M. R. S. Jayakodi - Assistant Director, Engineering Services
* S. A. S. M. Jayasinha — Technical Officer
* S. A. N. Dilhani — Technical Officer
* S. Vibeshanth — Technical Officer
The program was attended by participants including:
* Anura Semasinghe — CEO, Central Engineering Services (Pvt) Ltd
* Nalin Danawardana — Chief Operations Engineer, CESL
* Chamara Balasooriya — Senior Operations Engineer, CESL
along with officers from CESL, Central Engineering Consultancy Bureau (CECB), State Engineering Corporation of Sri Lanka, and online participants from the Department of Buildings Sri Lanka.
A special appreciation goes to the Research & Development Unit of CESL, particularly T. N. Amarasinghe — Manager and Eng. (Mrs)B. Y. D. M. Budawaththa, for their dedication and contribution in organizing this valuable training program. We also extend our sincere appreciation to Ms. Sarasi Thilakarathne — Training Manager, CECB, and the CECB Training Unit team for their excellent coordination and support in making the event a success.
