⚖️ මහාවංසය , බෝධි වංශය ආදී ඉතා පැරණි ග්‍රන්ථ සහ වෙනත් ලියකියවිලි රාශියක් සාක්ශි දරන දේවානම් පියතිස්ස රජ දවස දී යාපන අර්ථද්වීපයේ ඉඳි කරන ලද ප්‍රධාන විහාරස්ථානයන් අතරින් වැදගත්ම සිද්ධස්ථානයක් වන කන්කසන්තුරේ, වලිකාමම් උතුර ප්‍රාදේශීය ලේකම් කොට්ඨාශයේ තයියඩි ග්‍රාමයේ ඓතිහාසික තිස්ස රාජ මහා විහාරයේ භූමිය පෙර රජ දවස සසුනට පිදූ බුද්ධ භූමියකි.

⚖️ ඓතිහාසිකව බුද්ධ ශාසනයට පවරා දුන් මෙම විහාර සතු ඉඩම් වර්තමාන නීතිය යටතේ නැවත ලබා ගැනීම පිණිස සමස්ත ලංකා බෞද්ධ මහා සම්මේලනය ඇතුළු සංවිධාන කීපයක් විසින් කරන ලද ඉල්ලීමක ප්‍රතිඵලයක් වශයෙන් මෙම ඉඩමේ මැනුම් කටයුතු සිදු කිරීමට අවස්ථා කීපයකදී උත්සාහ දැරූවද දේශපාලනඥයන් ගේ මැදිහත් වීම සහ ඔවුන්ගේ ආධාරකරුවන් ගේ උද්ඝෝෂණ මත මැනුම අවසකිරීමෙන් පසුව මායිම් සටහන් කිරීමට නොහැකි විය.

⚖️ මෙම මැනුම් ගැටළුව සහ දේශපාලකයන් ගේ විරෝධතා සම්බන්ධව පාර්ලිමේන්තුවේ ජාතික ආරක්ෂාව පිළිබඳ අධීක්ෂණ කාරක සභාව වෙත දැනුම් දීමෙන් පසු සියලුම නිළධාරීන් සහ සංවීධාන කැඳවා සාකච්ඡා කොට මැනුම් කටයුතු ඉක්මනින් සිදු කර වාර්තාවක් සපයන ලෙසට මේ වනවිට නියෝග කොට ඇත.

⚖️ ඉන්පසු මිනුම්දෝරු දේපාර්තමේන්තුවේ විශේෂ මැනුම් ඒකකය මගින් 2024/05/20 දින කන්කසන්තුර තිස්ස විහාරය වෙත ගොස් කරන ලද මැනීමෙන් පසු ඒ දත්ත 1971 නගර රේඛා සැලැස්මට අධි ප්‍රක්ෂේපණය කොට 2024/07/02 දින වාර්තාවක් සකස් කර තිබේ. ඒ වාර්තාව අනුව සම්පූර්ණ ඉඩම් ප්‍රමාණය අක්කර 14 ක් සහ පර්චර්ස් 5.97 ක් බවට තහවුරු වී තිබේ.දැනට විහාරස්ථානය විහිදී තිබෙන ප්‍රමාණය අක්කර 07 යි රූඩ් 03 යි පර්චර්ස් 9.97 ක් බව දක්වයි.

⚖️ ජන සංගණනය(1981 වර්ශය) අනුව කන්කසන්තුර නාගරික බල ප්‍රදේශය තුළ සිංහල ජනතාව 299 දෙනෙකු ජීවත්ව සිට ඇත.එසේම වලිකාමම් උතුර උප දිසාපති කොටසේ බෞද්ධ ජනතාව 453 ක ප්‍රමාණයක් ජීවත්ව සිට ඇත.බෞද්ධයන් සියලු දෙනා සිංහලයන් නොවන අතර දෙමල ජනතාවද බෞද්ධ පිරිසට අයත් වේ.යුද්ධ කාලයේ දී මේ සිංහල ජනතාව අවතැන් වූ අතර සිංහල පවුල් කීපයක් පමණක් දැනට ජීවත් වෙයි.1950 දශකයේ යාපන දිස්ත්‍රික්කයේ පළමු බෞද්ධ දහම් පාසල ආරම්භ කරන ලද්දේ තිස්ස රාජ මහා විහාරයේ බවට තොරතුරු පවතී. එම දහම් පාසල වෙත සිංහල දරුවන් පමණක් නොව දෙමළ දරුවන්ද අධායපනය ලබා ගැනීමට පැමිණ ඇත.

⚖️ ජාතික ආරක්ෂාව පිළිබඳ පාර්ලිමේන්තු අධික්ෂණ කාරක සභාව මෙම ගැටළුවට මැදිහත් වූයේ මැනුම් කටයුතු වලට බාධා කරන පසුබිමකය. මේ වන විට මැනුම් කටයුතු අවසන් වී ඇති බැවින් මිනුම්දෝරු දෙපාර්තමේන්තුව විසින් මැන හඳුනා ගන්නට යෙදුණු අක්කර 14 යි පර්චර්ස් 5.97 ක භූමිය බුද්ධ ශාසනය වෙත නැවත පූජා කොට නීත්‍යානුකූලව පවරා දීම සිදුකළ යුතුවෙයි.

⚖️ එමෙන්ම 1959 අඟලේ සිතියමේ සහ 1971 නගර රේඛා සැලැස්මේ සඳහන් සහ 1954 මහාභාරකාර මන්ඩලය වෙත යොමුවුනු ලියකිලිවලට අනුව මෙම භූමිය, තුන්වන පාර්ශවයන් අත්පත් කරගෙන ඇත්නම් ආණ්ඩුක්‍රම ව්‍යවස්ථාවේ 1,3,9 සහ 12(1) සමග එකට කියැවිය යුතු 1979 අංක 07 දරණ රජයේ ඉඩම් සන්තකය ආපසු පවරා ගැනීමේ පනතේ ප්‍රතිපාදන හෝ වෙනත් නීත්‍යානුකූල ක්‍රම අනුගමනය කරමින් එකී ඉඩම් සන්තකය විහාර භූමිය ආණ්ඩුක්‍රම ව්‍යවස්ථාවේ නවවන වගන්තිය ප්‍රකාරව බුද්ධාගමට ප්‍රමුඛස්ථානය හිමිවන බැවින්ද, බුද්ධ ශාසනය සුරක්ෂිත කොට පෝෂණය කිරීමේ වගකීම රජය ලබා දියයුතු වෙයි.
