Sarawakian

Fluent verbal and written communication skills in Bahasa Malaysia and English; proficiency in a local dialect is an added advantage

At least 10 years of experience in project management, with expertise in government operations (federal or state agencies) and project-related permit applications

Strong leadership, communication, and interpersonal skills

Responsibilities:

Oversee permitting matters, including application submission, monitoring, and control of necessary permits

Serve as the focal point for communication between the Employer and regulatory bodies on permitting-related matters

Manage worker relations between the management team, foreign workers, and local workers at the project site

Handle communication, public relations, and public affairs

Full-time on-site position

Job Summary

The Quality Manager is responsible for planning, implementing, maintaining, and monitoring the Quality Management System (QMS) for the Baleh Hydroelectric Project. The role ensures full compliance with contractual requirements, ISO standards, employer specifications, and applicable regulations, while supporting continuous improvement and knowledge transfer to local Sarawakian personnel.

Key Responsibilities:
- Quality Management & Compliance
Establish, implement, and maintain the Project Quality Management System in accordance with ISO 9001 and contractual requirements.

Ensure all project activities comply with approved quality procedures, method statements, inspection and test plans (ITPs), and employer specifications.

- Audits & Continuous Improvement
Plan and carry out internal quality audits and support external audits by the employer, consultants, or certification bodies.

Identify quality risks and improvement opportunities and recommend corrective actions.

- Meetings & Coordination
Attend all meetings as required by the employer at the project site, including quality meetings, coordination meetings, and progress meetings.

Travel to Kuching and/or other locations as required for project-related meetings, audits, or discussions.

Professional Qualifications & Experience:
- Mandatory Requirements
Membership of a recognized professional engineering institution.
Minimum 10 years of relevant experience in projects of similar scope, preferably large-scale infrastructure or hydroelectric projects.
Proven experience in quality management, including implementation of QMS and carrying out audits to ensure compliance with quality procedures.

- Training & Certification
Attendance of ISO 9001 Quality Management System Requirement Training.
Attendance of Internal Audit Training conducted by a certified ISO training provider.

- Language Proficiency
Must possess TOEFL or equivalent English language proficiency certification.

Key Competencies:
- Strong knowledge of ISO 9001 and project quality management systems
