The Difference between Surface Mount Device (SMD) led Vs Chip On Board (COB) led under silicone.
They both have their strength in different applications,
The COB has been coated with phosphor to protect the chip and shaping of the light, so placing it under silicone might reduce the Lumens but the beauty is outstanding.
SMD led strip on the other hand needs the silicone to help hide the spaces between the exposed leds and give a bright and uniform look.
As for the brightness, SMD runs on steady Voltage, (12v/24v) so you can test with ur regular machine battery.
COB works with a steady Current (700mA/1050mA) so not all will respond to you while testing with your tool battery.
