So.....
Clearing up the mis-understanding I had with my consent requirements.
Needing to plant the piles 300mm into the rhyolite and simply not put it "or on solid ground" as was required to get the consent. The mis-understanding was due to me following the quoted requirement literally without understanding that it applied only to the bottom 100mm under the pedestal mounted pile that in compacted terrain is required to be filled with concrete going under the pile. Which means - I still needed that 300mm hole in rhyolite......
