𝗦𝗼𝗺𝗲 𝗵𝗼𝗺𝗲𝘀 𝗽𝗮𝘀𝘀𝗲𝗱. 𝗧𝗵𝗲 𝗱𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝗰𝗲 𝘄𝗮𝘀 𝗱𝗲𝗰𝗶𝗱𝗲𝗱 𝗼𝗻 𝗽𝗮𝗽𝗲𝗿, 𝘆𝗲𝗮𝗿𝘀 𝗮𝗴𝗼.
Let's say the obvious part first. Most of what makes flooding worse is not happening on your lot. Watersheds get cleared, drainage gets neglected, and money meant for flood control does not always become flood control. None of that is a design problem, and none of it is your fault.
What is on your lot is the six things above. Floor level lives in the sections. Site fall lives in the site development plan. Overhangs live in the elevations. Gutter sizing lives in the roof plan. Cross ventilation lives in whether a room got openings on two sides or only one. Every one of them is a decision someone made, or forgot to make, long before the water arrived.
You cannot design your way out of a broken system. You can decide what happens at your doorstep when it fails again.
