Zaldy Co continued to insist that he was not the mastermind behind the alleged insertion of the ₱100-billion budget item. According to him, he was merely being dragged into the controversy, and that the real power behind the decision came from figures far more influential than him, including, as he claims, those in the highest levels of government.

He reportedly pointed to the President and House Speaker Martin Romualdez as the individuals who truly controlled the flow of budgetary decisions. Co allegedly said that he had no authority to override their directives, and that any accusations pinning him as the brains of the operation were meant only to shift public attention away from the real decision-makers.

But the most alarming part of his statements was not the accusation itself, it was the fear behind it.

Co expressed that he was deeply afraid for his life, saying that powerful people might silence him before he could reveal everything he knows. According to him, exposing the truth could endanger him, especially if those implicated feel threatened by what he might disclose.

Because of this fear, he claimed he had been hesitant to come forward fully. Yet he maintained that one day the truth must be told, even if doing so puts him at great personal risk.
