When Bridges Fall: Revisiting a Decade-Old Vision for Tarlac City
Just this August 28–29, 2026, two of the most important bridges in Tarlac City—the Agana Bridge and Aquino Bridge—collapsed amid the intense flooding brought by Habagat Monsoon.
These bridges served as critical connections between Tarlac City’s poblacion and its western barangays, as well as the Northern municipalities of Tarlac Province, extending further toward the province of Pangasinan. For decades, they linked communities, facilitated trade and commerce, and enabled the daily movement of thousands of people traveling for work, education, healthcare, and other essential activities.
The sudden collapse has disrupted the daily lives of thousands of Tarlaqueños. Areas that were once only a few minutes away from the city proper now require hours of travel through alternate routes. More than the loss of physical infrastructure, the event has exposed how vulnerable critical transportation networks can be during extreme weather events.
As I watched the news unfold, I was reminded of one of the works we did back when we was still an architecture student in Tarlac State University - College of Architecture and Fine Arts.
In 2016, driven by passion for architecture, infrastructure and urban development, I joined a Design Competition outside academics. At that time, Tarlac was also experiencing severe flooding, and sections of the river dikes were repeatedly failing during strong typhoons.
As a student who regularly traveled between the TSU Main Campus and TSU San Isidro Campus, many students crossed these bridges almost every day - from north to south and south to north, businesses and services are being delivered by these infrastructures and even public healthcare are being connected with these bridges. Even then, it was evident that the structures were already aging and would eventually need replacement. The recurring floods, deteriorating river defenses, and increasing pressure on the transportation network inspired me to develop a proposal for a new bridge—one that would not only improve mobility but also contribute to the social, economic, and cultural life of Tarlac City.
A Bridge with History
Agana Bridge, formerly known as Calero Bridge, was constructed sometime in the 1940s to 1950s. Aquino Bridge followed several decades later, around the 1980s to 1990s, during a period when river dikes and flood-control structures were also being developed along the river system.
For generations, these bridges faithfully served their purpose. They connected communities, supported economic activity, and became part of the everyday lives of countless residents. However, after decades of service and increasing exposure to extreme weather conditions, the recent collapse reminds us that infrastructure has a lifespan and must continuously evolve to meet changing environmental realities.
I still vividly remember the floods of 2015 and 2016. During one particularly severe storm, portions of the river dikes failed and floodwaters rose dangerously close to the bridge deck. Authorities restricted vehicle access, and temporary measures such as sandbagging were used to prevent further damage. Like many students and residents at the time, we had no choice but to walk through the bridge during storm just to get home - risking our lives as we walk within the bridge.
Those experiences became the foundation of a design proposal that has remained in my computer archives for nearly a decade.
The concept was envisioned as more than just a bridge. It was designed as a bridge park, a piece of infrastructure that would improve mobility, strengthen socio-economic activity, create public spaces for people, and serve as a tourist spot for Tarlac City. As a province often described as a melting pot of cultures and communities in Central Luzon, Tarlac deserves infrastructure that is not only functional but also memorable and future-oriented.
Of course, projects of this scale require significant investment, time, and political will. Yet great public infrastructure is rarely measured only by its construction cost. Its true value lies in the generations it serves and the opportunities it creates long after it is built.
I did not win the competition in 2016, but looking back today, the ideas behind that proposal remain relevant. The recent collapse of Agana and Aquino Bridges reminds us that infrastructure planning should not only address present needs but also anticipate the challenges of the future, especially in an era of increasingly intense storms, flooding, and climate uncertainty - hitting multiple goals at one.
Today, I am sharing this decade-old bridge proposal not as a claim of having the perfect solution, but as a reminder that infrastructure shapes the daily lives of every Tarlaqueño. As we witness the collapse of two bridges that have connected communities for generations, perhaps the question we should all be asking is: Do we deserve infrastructure that merely survives, or infrastructure that truly protects, connects, and serves our communities for decades to come? The answer should be clear. Let us not forget the calamities that we faced through the years for we deserve better infrastructure designed and built with the future in mind.
