The stepped up economic, physical and infrastructure development of the country brings to the fore the need to have a uniform Building Code enforceable nationwide which shall embody not only general policies and standards on building design and construction but also the requirements of modern technology to insure the safety as well as the best use, occupancy and maintenance of buildings and other

structures. The formulation and adoption anew of an up-to-date national building code is therefore one of the imperatives of time and necessity. Accordingly, in undertaking this project, attention is given not only to the inadequacies, defects and ambiguities of R.A. No. 6541 but to the need to achieve maximum safety in building construction; to establish such standards and requirements for the construction of buildings capable of withstanding powerful earthquakes and other calamities or of surviving these without undue damage; to consult with and avail of the expert knowledge and technical advice of suitable authorities on the subject; to consider the best operational and structural means of instituting and carrying out a building construction program; and to see to it that, on the whole, the Code conforms to the developmental goals and over-all infrastructure program of the New Society.

The Office of the Building Official is pleased to inform the public that the Digital Platform for Building Permit Applications is now also open for Professional Registration.

All licensed professionals who are actively conducting business within Parañaque City and signing documents related to Building Permit Applications are highly encouraged to register through the online platform.

This measure seeks to protect professionals from the unauthorized use or falsification of their signatures, while helping applicants avoid becoming victims of fraudulent transactions and misrepresentation.

In line with the upcoming implementation of the digital permitting system, professionals may soon be required to have a registered account prior to the acceptance and processing of permit applications bearing their signatures.

To avoid inconvenience and delays in future applications, all concerned professionals are encouraged to register early.

The Office of the Building Official is pleased to announce that the Online Building Permit Application System will soon be officially launched and is currently undergoing its soft launch phase.

This initiative is in line with the DILG Joint Memorandum Circular on the issuance of construction permits and the adoption of digitalized processing systems to promote faster, more efficient, and accessible government services.

All applicants are encouraged to register and create an account through the following platforms:

Applicants are encouraged to utilize the online platform for their applications. However, physical or on-premises applications will still continue to be accepted as of the moment.

In accordance with Memorandum Order No. 2026-025, amending the previously issued memorandum on the adoption of a Four-Day Work Week in observance of energy conservation measures, the Office of the Building Official (OBO) – Parañaque City informs the public that the implementation took effect on March 10, 2026.

Under this arrangement, the official work schedule shall be:

Monday to Thursday
7:00 A.M. – 6:00 P.M.

Accordingly, there will be no office operations tomorrow (Friday) and every Friday thereafter.

This arrangement is as per the amendment and shall remain in effect until further notice.

ONLINE SUBMISSION OF CONSTRUCTION SAFETY AND HEALTH PROGRAM (CSHP)

In line with the memorandum issued by the Department of Labor and Employment – National Capital Region (DOLE-NCR) dated January 23, 2026, the public is hereby informed that:

✅ Submission of the Construction Safety and Health Program (CSHP) has fully transitioned to an ONLINE system
❌ Hard copy submissions are NO LONGER ACCEPTED by DOLE

📌 All CSHP applications and related submissions must now be filed exclusively through the official DOLE online platform:
🔗 https://reports.dole.gov.ph

📧 Upon successful online submission, applicants will receive an acknowledgment via their registered email address, which shall serve as proof of filing.

In view of this, the Office of the Building Official (OBO) shall recognize online CSHP submissions in the processing of building permits and other related applications, in coordination with DOLE requirements.

We advise all applicants, professionals, contractors, and developers to be properly guided and to ensure compliance with the updated procedure.
