Protecting the Ipo Watershed starts with empowered communities.

As part of the 2-Year Implementation of the Bantay Ipo Project, FosPEEE conducted a Perception Survey on December 8–13, 2025, with 353 participants comprising adults, youth, and children from Barangays San Mateo, San Lorenzo, San Isidro, and Puray. The survey gathered insights on community knowledge, attitudes, and practices on watershed protection.

The results will help guide the development of an Information, Education, and Motivation (IEM) Plan to strengthen community engagement in protecting and sustaining the Ipo Watershed.

“ORIENTATION COURSE FOR DEPUTY ENVIRONMENT AND NATURAL RESOURCE OFFICERS (DENROs)”

FosPEEE was awarded as the Service Provider for the “Management of Bantay Gubat and Strengthening of the Ipo Watershed Protection System (Bantay Ipo Project).” This is a two (2) year project which started in June 2025 and will end in May 2027 in line with the Metropolitan Waterworks and Sewerage System (MWSS), Maynilad Water Services, Inc. (MWSI) and Manila Water Company, Inc. (MWCI)’s 25 years Integrated Watershed Management Roadmap for Angat-Ipo-La Mesa (IWMRAIL).

One of the project’s objectives is the development of a comprehensive capacity-building plan, complemented by organizational development and capacity enhancement activities designed to strengthen the members of Bantay Gubat in the Ipo Watershed. Through these efforts, a three-day orientation course for Deputy Environment and Natural Resource Officers (DENROs) was conducted on November 19 – 21, 2025 held at the Multi-Purpose Hall, Ipo Dam, Norzagaray, Bulacan. This was facilitated by FosPEEE and supported by the Department of Environment and Natural Resources (DENR), MWSS, MWSI and MWCI and Ipo Bantay Gubat as training participants.

Activities of the "Bantay Ipo Project", implemented by Fostering People's Education, Empowerment and Entetprises Inc. (FosPEEE) with support from Maynilad and Manila Water, in line with the MWSS and the 2 Concessionaires 25 years Integrated Watershed Management Roadmap for Angat-Ipo-La Mesa (IWMRAIL) and in partnership with the Ipo Bantay Gubat. In the recently conducted Philippine CSO Consultation on the Global Plastics Treaty co-organized with Aksyon Klima, Dr. Michelle Reyes of Healthcare Without Harm urged the Philippine delegation to prioritize human health in the upcoming INC-5 negotiations.

She emphasized the need for a treaty that reduces plastic production, ensures non-toxic materials, and promotes transparency. Importantly, she advocated for a sectoral approach to address specific health impacts and opposed blanket exceptions for the health sector. By incorporating these recommendations, the Philippines can contribute to a global treaty that safeguards both human health and the environment.

With the INC-5 just a few weeks away, let's strengthen the call for a strong, health-centered global plastic treaty!

“FosPEEE and CBPI conducted its Year 2 - 3rd Quarter Site Monitoring and Maintenance for PCAPI R4's 1-ha tree-planting site”

Fostering People’s Education, Empowerment, and Enterprise (FosPEEE) and the Calawis Punlaang Bayan Inc. (CBPI) conducted its Year 2 – 3rd Quarter monitoring and maintenance for the 1-ha tree-planting site of the Pollution Control Association of the Philippines Region 4A (PCAPI 4A) last June 2, 2023. The maintenance activity involved site clearing, brushing, and weeding of each planted seedling as well as replacement planting for the dead seedlings. On the other hand, the monitoring activity involved leaf collection for species identification and counting. The tree-planting site, which was planted last August 21, 2021, has been up for almost two years and will continue to thrive as time goes by thanks to the efforts of CBPI and the funding provided by PCAPI R4. The last monitoring and maintenance activity will be conducted on the first week of September which will cap this two-year engagement.

FosPEEE and CBPI have been conducting this activity as part of the Adopt-a-Forest Initiative under the Partners for Forest Project. As donors provide monetary support and manpower to plant trees in a specified area within the Marikina Watershed, the partner People’s Organization continues to monitor and maintain the site quarterly for two years to ensure that the seedlings survive and grow into a forest. These efforts were done to rehabilitate the damaged areas of the Marikina Watershed caused by incessant illegal logging and poaching conducted in the past.
