Why Pakistan for Outsourcing / Offshore Software Development?
Offshore development and outsourcing is a common term in software development industry. Whether you're a start-up; willing to reduce the cost, or an individual, looking the idea into reality or you're a big giant who doesn't want over-draw big bucks in hypothetical ideas.
The trend started in 21st century with shifting western call centers to India. But later, companies started to build their entire software development teams. For an interval, India was the only best option to outsource software development. Based upon my opinion, it is a perfect strategy to increase the count of professionals with endorsing their experience at scale. Almost 1844 companies registered (count doesn't involve those companies running on behalf of Odesk, Elance and other freelancing websites as their income stream).

Almost, seven multinational companies have their core Software Development Centers in Pakistan. 110 ISO 9001, 23 CMMi and 11 ISO 27001 certified companies running their business in Pakistan.
Couple of big names who have offices in Pakistan including Microsoft, Google, Techlogix, TeraData, Etisalat and etc. The local companies are reaching to the maximum as a couple of successful game development companies lightening the success of Pakistani talent in "Game Development" industry.
Entrepreneurs ask: Why still Pakistan (I still do so)?
According to PSEB, choice in low-rent software parks available while you still have an option to go for commercial landmarks to open your office. Well-settled fiber-optics connectivity with availability of 3G & 4G connections keep you online. Investor own 100% of the business and no cut-to-depth of any department by any regulation. Best part is, Income Tax is exempt till 2016 and it is commonly suspected the period will extend as Pakistani Software Industry still has big margin of growth. So, you don't need to pay any tax. Own all what you earned from your investments. 100% repatriation of profits allowed to IT companies and minimum depreciation rate at computer equipment is 30%.
Two major options for an international company bring their software development department in Pakistan. Either they hire any local offshore / outsourcing company which will export human resources to them or they can setup their own office. Going to second option cost 50% (less) than hiring any local vendor company when even offshore / outsourcing companies are 300% cheaper than US and setup own office will be 500 - 700% cheaper than US (operationally).
Karachi, Lahore and Islamabad are the business hub of Pakistan. Karachi is known as "New York of Pakistan" while Lahore is known as "Boston of Pakistan". Islamabad is the capital state so nothing to pretend near prediction for it. It generates 70% total running revenue and has around 15% total population. It is the biggest pool of cost-effective & most talented / experienced software engineers, infrastructure and operational cost as comparing to Lahore and Islamabad.
Local Entrepreneurs are scaling their companies on International level, started different incubation and start-up accelerator programs by innovating and providing a platform to young Entrepreneurs. Entrepreneurs and Investors from Silicon Valley are taking interest for migrating their software development here that removes any doubt regarding the opportunity cost in Pakistan.
