For nearly a decade, local A/E firms have invested substantial time and resources preparing proposals for hundreds—if not thousands—of post-Hurricane María recovery projects, many of which were ultimately never commissioned. Now, it appears that bureaucrats are attempting to shift responsibility for these failures and delays onto the local A/E industry itself.
Bringing in outside A/E firms will not solve the problem. Many lack an understanding of Puerto Rico’s local conditions, regulatory environment, and operational idiosyncrasies. At the same time, the agencies involved already appear understaffed and overwhelmed in their ability to review, coordinate, and process the volume of projects currently in the pipeline.
Project bundling is also likely to create additional complications. We have already seen too many overly ambitious RFPs that ultimately went nowhere, consuming further time and resources without producing tangible results.
