1/6 — A 6-part series on our design for the Outram Park Complex.
In 2024, we participated in the design competition for the Outram Park public housing development — one of the most significant public housing sites in Singapore in a generation. With the winning scheme now published, it feels like the right moment to share our own proposal.
The former Outram Park Complex was one of Singapore's most beloved public housing icons. Oblique slab blocks. Checkerboard garden courtyards. Rainbow gable ends. It was demolished in the early 2000s, leaving a historically rich site at the foot of Pearl's Hill — one of the last remaining hills in Singapore's city centre — awaiting reinvention.
Our proposal, Parkville@Outram: 2,141 homes across nine inter-connected point blocks, arranged to create an urban valley that frames Pearl's Hill and steps down toward the city. A fully car-free public realm at ground level, activated by a Tropical Community Plaza, a Festival Promenade, and a series of therapeutic garden courtyards. A Community Green at the heart of the podium — a 1,800m2 lawn connecting to Pearl's Hill City Park via an eco landbridge. Sky Villages with shared Village Greens every 16 storeys. And a regenerative facade system designed to make Parkville@Outram Singapore's first net-zero energy public housing prototype.
